Quang Ninh province has 11 storm shelters for fishing vessels, including 2 regional-level fishing port-based anchorages and 9 provincial-level storm shelters; of which 5 storm shelters for fishing vessels have just been announced to be eligible for operation in 2025.
Previously, based on the proposal of the Department of Agriculture and Environment, on April 1, 2025, the Ministry of Agriculture and Environment issued Decision No. 582/QD-BNNMT announcing the List of storm shelters for fishing vessels eligible to operate in 2025, including 5 storm shelters for fishing vessels in Quang Ninh. Specifically, the regional-level anchorage area in Cai Rong port area (Van Don district) with a capacity of 1,000 vessels; 4 provincial-level anchorage areas including: Tien Toi storm shelter area (Duong Hoa commune, Hai Ha district) with a capacity of 150 vessels; Cam Thuy storm shelter area (Cam Pha city) with a capacity of 200 vessels; Vung Su, Thoi Day storm shelter areas (Tan Lap commune, Dam Ha district) with a capacity of 81 vessels; Storm shelter area for boats in Cam Thuy extended ward (Cam Pha city). These five anchorages have a capacity of about 2,000 fishing vessels.
The province still has 6 planned anchorage areas: Co To town (Co To district); Cai Mat estuary (Tien Lang commune, Tien Yen district); Ha Phong ward (Ha Long city); Quang Ha - Phu Hai (Quang Ha town and Phu Hai commune, Hai Ha district); Vinh Trung (Vinh Trung commune, Mong Cai city); O Lon bay (Minh Chau commune, Van Don district). These areas have favorable natural terrain conditions, are well protected from waves, wind, and currents; the inlet is wide and deep enough for medium-sized fishing boats to enter and take shelter. However, at many fishing ports and anchorage areas for fishing boats to avoid storms, the inlet is currently silted with mud and trash, causing many difficulties for boats to move, people often have to wait for the water to rise before being able to bring their vehicles in and out, so it is very necessary to continue to invest, renovate, upgrade, and complete to meet the conditions for declaring that they are qualified to operate.
It is known that currently, in the face of climate change and increasingly extreme weather, Quang Ninh province has proactively implemented many projects to upgrade and build new storm shelter infrastructure systems. At this time, the Van Gia fishing port project (Tra Co ward, Mong Cai city) is being accelerated, aiming for basic completion in 2026. The main items in the project portfolio are upgrading and expanding the length of the wharf to increase the capacity to receive large-tonnage ships; building an operating house with a quarantine, classification and preservation system for aquatic products; upgrading technical infrastructure such as ship parking lots, electricity supply, water supply and environmental treatment; and connecting with the inter-regional transport system, especially the Van Ninh - Bac Luan general seaport cluster, contributing to the formation of a seafood logistics chain linked to exports.
The Van Gia fishing port upgrade project is designed to simultaneously serve offshore fishing vessels with a capacity of 400CV or more, operating in the Gulf of Tonkin. In addition, the project also focuses on developing fishing logistics services such as refueling, providing food, fresh water, ice, equipment and seafood processing, promptly meeting the production and consumption needs of fishermen.
It is expected that by the end of the second quarter of 2025, the total investment capital for the province's fisheries infrastructure will reach over VND 1,500 billion, mainly from the central budget with targeted support, the provincial budget, ODA capital and socialization. In addition, the province has completed the planning map of the storm shelter system for fishing vessels until 2030, ensuring safety for the entire fleet in the area, with more than 7,800 fishing vessels in operation. The goal of Quang Ninh province is to basically complete the synchronous storm shelter and anchorage infrastructure network by 2026, creating conditions for fishermen to confidently stay at sea and develop a sustainable marine economy .
Currently, the number of fishing vessels in the province is very large. As of May 23, 2025, the whole province has 6,191 fishing vessels, of which 273 fishing vessels are 15m or longer operating offshore. Continuing to invest in completing and proposing to announce storm shelter anchorage areas according to the planning to meet the anchorage needs of fishing vessels of fishermen in general and in the whole province in particular is very necessary, meeting current practical needs.
