An Giang voters send petitions

According to the report of the National Assembly Standing Committee, up to now, 2,033 (100%) petitions from voters sent to the 8th session of the 15th National Assembly have been resolved and responded to. In particular, the response documents of ministries and branches have recently improved in the direction of seriously accepting and providing practical solutions.

These are very valuable results, clear evidence that the activities of the Party, the National Assembly and the Government are increasingly closely linked with voters and the People.

Speaking at the meeting hall on June 24, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, Head of the National Assembly Delegation of An Giang Province Tran Thi Thanh Huong expressed concern about the shortcomings in handling noise violations. They not only cause temporary discomfort, but also negatively affect the quality of life. This is an issue that has been raised for a long time. Ministries, branches and localities have also focused on directing the handling of violations, but in general, thoroughly resolving them still faces many difficulties. Noise pollution continues to cause a lot of frustration among a segment of voters in urban areas, even in rural areas.

“There are many problems, such as: Noise pollution control is regulated in many different legal documents (Law on Environmental Protection, Law on Road Traffic, Government decrees). According to Decree 45/2022/ND-CP, in order to have a basis for handling violations, it is necessary to measure with specialized equipment; the person who measures noise must also be granted a training certificate (while at the district level in the past and even at the commune level in the future, it is difficult to find people who meet the requirements). In addition, the agency that recognizes the results must also be granted a certificate of practice in the field of natural resource and environmental monitoring. Given the low level of compliance among a segment of the population, more synchronous and drastic solutions are needed,” delegate Tran Thi Thanh Huong suggested.

According to the delegate, in addition to strengthening propaganda, education and mobilization, it is recommended that ministries and central branches study and systematize legal regulations related to noise pollution in a more synchronous, clear and specific direction. It is necessary to focus on setting noise limits appropriate to the characteristics of each area; increase the application of measurement methods using automatic monitoring mechanisms through the application of modern technology.

In addition, it is necessary to define specific handling procedures; have strict sanctions for violations that are truly public, transparent and more feasible. In particular, it is more suitable for the current conditions of organizing two-level local governments, in order to contribute to more effectively preventing noise pollution, meeting the expectations of the majority of voters and people.

Another issue that needs to be resolved soon is the spending regime for sports tournaments. Joint Circular 200/2011/TTLT between the Ministry of Finance and the Ministry of Culture, Sports and Tourism is an important legal basis for organizing sports tournaments. In fact, after 14 years of implementation, the socio-economic situation has changed a lot; the basic salary has increased 2.8 times. Many spending levels are no longer suitable to reality, but up to now the circular has not been adjusted.

In terms of viewpoints, the two ministries agree on the need to issue a replacement circular. However, there are still problems in determining the presiding unit. Recently, based on the opinions of the Standing Committee of the People's Aspirations and Supervision Committee; the Ministry of Culture, Sports and Tourism has submitted a proposal to the Government to assign the Ministry of Finance to preside over and coordinate with the Ministry of Culture, Sports and Tourism to issue a replacement circular. Deputy Prime Minister Ho Duc Phoc directed: Assign the Ministry of Finance to study this opinion for consideration and decision according to its authority and legal provisions.

The above information has created excitement among voters nationwide in general and An Giang in particular. However, the issue has been raised since the 3rd session of the 15th National Assembly. Many opinions continue to recommend that the Government pay attention to directing the Ministry of Finance, the Ministry of Culture, Sports and Tourism, and relevant ministries and branches to be more active in coordinating to review and promptly issue new documents, contributing to resolving voters' long-standing petitions; quickly removing obstacles; creating conditions to encourage and further promote the physical education and sports movement in the coming time.

Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly acknowledged and highly appreciated the responsibility and efforts of the Committee for People's Aspirations and Supervision in advising the National Assembly Standing Committee to urge the timely settlement and response to voters' petitions; to prepare a complete report, with specific, clear and convincing data assessments. The National Assembly also acknowledged the efforts of the Government, ministries, branches and localities in receiving and resolving voters' petitions. At the same time, it pointed out the shortcomings and limitations, such as: Petitions are still resolved slowly, simply providing information; research and resolution are not drastic, responses are formal, not close to reality, and do not meet the expectations of voters and people. Some sensitive and complicated areas still have many petitions that have lasted for a long time, repeated over many sessions.

“Based on the opinions of National Assembly deputies, the National Assembly committees in their respective fields can select long-standing unresolved recommendations and organize explanation sessions. The Secretary General of the National Assembly will have a report sent to the Government, ministries and branches to seriously absorb the opinions of National Assembly deputies, promptly direct their consideration, resolution and response. The Committee for People's Aspirations and Supervision will continue to urge the response to opinions at this discussion session,” Vice Chairman of the National Assembly Tran Quang Phuong suggested.
