Telegram on strengthening the work of ensuring traffic order and safety to serve the organization of activities to celebrate the 80th anniversary of the August Revolution, the National Day of the Socialist Republic of Vietnam and the opening ceremony of the 2025-2026 school year

(laichau.gov.vn) Today (August 26), Lai Chau Provincial People's Committee issued an Official Dispatch on strengthening the work of ensuring traffic order and safety to serve the organization of activities to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025), the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) and the opening ceremony of the 2025 - 2026 school year.

This year's National Day holiday (September 2) lasts 4 days, and many important events take place to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025), the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) and immediately after that is the Opening Ceremony of the 2025 - 2026 school year taking place across the country on September 5, 2025. Traffic volume is expected to increase, posing potential risks of traffic safety and traffic congestion. In order to better serve the travel needs of the people, ensure order and traffic safety during the National Day holiday and facilitate schools, students, parents and teachers in organizing the Opening Ceremony of the new school year. The Chairman of the Provincial People's Committee requests:

1. Provincial Police

- Direct functional forces to effectively perform the work of ensuring traffic safety, security and order and other related tasks in organizing activities to celebrate the 80th anniversary of the August Revolution, National Day and the opening ceremony of the 2025-2026 school year;

- Grasp the situation, proactively prevent and stop complicated security and order situations in the area. Effectively deploy the peak period of attacking and suppressing crimes, ensuring social order and safety; focus on fighting against all types of crimes and violations of economic laws (smuggling, trade fraud, counterfeit goods, etc.). Strengthen the dissemination of knowledge and skills, combine inspection and strict handling of violations of fire and explosion safety, resolutely not let fires and explosions occur causing serious consequences to people and property;

- Strengthen patrolling, controlling and strictly handling violations of traffic safety and order; increase the number of on-duty forces on traffic routes, especially key routes, areas where traffic accidents often occur, and areas with increased travel demand during activities to celebrate the 80th anniversary of the August Revolution, National Day and the opening ceremony of the 2025-2026 school year;

- Develop plans to organize, regulate and divide traffic; prepare forces to promptly clear traffic when accidents and traffic jams occur, especially at key traffic hubs, tourist attractions, entertainment areas, ensuring absolute safety, security and order, and smooth traffic;

- Preside and coordinate with the Department of Construction, local authorities, and schools in organizing lane division, ensuring traffic safety, and preventing traffic congestion at school gates.

2. Department of Construction

- Check and review the traffic sign system, especially on high-traffic routes such as National Highway 4D, National Highway 12, National Highway 32, etc., intersections, roads with steep slopes, small radius, limited visibility, ferry terminals, etc.;

- Direct road management and maintenance contractors to regularly patrol the roads, promptly detect and handle traffic jams and traffic safety incidents. Strengthen inspection and supervision of contractors' performance in road management and maintenance; direct construction units to promptly carry out work to overcome the consequences of natural disasters, ensure traffic, handle and clear landslides; for periodic repair works, upgrade and renovation works, speed up progress, pay attention to technical stops, work neatly and thoroughly, gather materials and machinery neatly, arrange guards to ensure traffic safety; arrange markers, barriers, signs, and signal lights at night at construction sites...;

- Coordinate with the Traffic Police - Provincial Police, relevant agencies to organize, regulate and divide traffic; be ready with forces to promptly clear up accidents and traffic jams, especially at key traffic hubs, tourist attractions, entertainment areas, ensuring absolute safety, security and order, and smooth traffic; check the technical safety conditions of transport vehicles and drivers.

- Directing transport business units to develop plans and schedules suitable to the actual situation; publicly and transparently posting transport fares; disseminating and popularizing the team of drivers and service staff on passenger transport vehicles to comply with regulations on transport activities, traffic safety rules, building a civilized and polite environment and service attitude on vehicles, especially strictly complying with regulations on driving time, speed, routes, and schedules; carrying the correct number of people according to regulations; announcing the hotline number on transport and ensuring traffic safety on vehicles to promptly receive feedback from the people.

3. Project Management Board 2 - Ministry of Construction ; Provincial Traffic Construction Investment Project Management Board

- Strengthen inspection, direction and request contractors of construction works and projects on roads in operation in the province to seriously implement the following contents:

- Require construction contractors to have a plan to arrange staff and employees on duty, to guard and direct traffic; to arrange warning systems, clean up the site, gather machinery and equipment in the right place when construction is temporarily suspended, to ensure safe, smooth traffic and environmental sanitation;

- During the construction process, it is required to fully implement traffic safety measures when constructing on roads in operation according to regulations, arrange protection when constructing on roads in operation; publicly announce and publish the phone numbers of officers on duty at the construction site;

- Proactively inspect and repair damaged bridges and roads to prevent storms and floods; clear roads to ensure visibility, clean industrial areas, and ensure drainage of roads, sidewalks, and sewer systems, and prevent slippery and stagnant roads; landslides must be promptly remedied to prevent traffic congestion and traffic insecurity, and prevent mud and water from stagnating on the roads and on both sides of the roads; arrange sufficient manpower, vehicles, equipment, and supplies in vulnerable areas at risk of landslides to respond promptly in all situations.

4. Provincial Traffic Safety Committee

Effectively organize the implementation of: "Peak month of traffic safety for students going to school - September". Announce the hotline number on transportation and traffic safety on mass media to receive feedback from agencies, units and people on transportation and traffic safety during the organization of activities to celebrate the 80th anniversary of the August Revolution, National Day and the opening ceremony of the 2025 - 2026 school year; at the same time, coordinate with relevant authorities to promptly resolve and overcome traffic incidents. Timely report particularly serious traffic accidents (if any) to the Provincial People's Committee for timely grasp and direction.

5. People's Committees of communes and wards

- Develop a plan to ensure traffic order and safety to serve the activities celebrating the 80th anniversary of the August Revolution, National Day and the opening ceremony of the 2025-2026 school year; Coordinate with functional forces, relevant departments, branches and agencies to organize, regulate and divert traffic; be ready to promptly clear traffic when accidents or traffic jams occur.

- Direct the decoration of streets in the area; mobilize cadres, civil servants of agencies, units, youth unions, and people to organize labor to clean streets, sidewalks, neighborhoods, and public activities and entertainment areas. Ensure that the entire neighborhood and residential areas are clean and beautiful before, during, and after the National Day celebration. Guide agencies, units, schools, headquarters, and houses in the province to hang the national flag on the occasion of the National Day.
