What are the specific health insurance benefits?
Students may change primary care facilities within the first 15 days of each quarter.
When going to see a doctor, students need to present a valid health insurance card, a card image on the VssID application or a chip-embedded citizen ID card, and a VNeID identification account that has integrated health insurance information.
Regarding the benefit level, if the medical examination and treatment are in the right place, the children will be covered 100% of the cost at the initial medical examination and treatment facility; the cost is less than 15% of the basic salary (currently 2.34 million VND); paying health insurance for 5 consecutive years or more and the co-payment for medical examination and treatment is greater than 6 months of the basic salary...
Students who receive medical examination and treatment under health insurance that is not in accordance with regulations enjoy 40-80% of the cost. For example, inpatient treatment at the advanced level enjoys 40%, while inpatient treatment at the basic level enjoys 80%.
Patients who have a health insurance card but present the card late will be paid by the health insurance fund within the scope of benefits and levels from the time the card is presented, except in emergency cases.
Social insurance notes the benefit levels for basic medical examination and treatment facilities (from 50 to under 70 points) or before January 1, 2025, which have been determined by competent authorities as provincial level.
Accordingly, inpatients are entitled to a maximum of 1 time the basic salary at the time of discharge, which is 2.34 million VND. For specialized medical facilities, inpatients are entitled to a maximum of 2.5 times the basic salary at the time of discharge, which is 2.34 million VND x 2.5 = 5.85 million VND.

Statistics from the Social Insurance Agency show that in the first 7 months of 2025, over 4.3 million students nationwide received health insurance-covered medical examinations and treatment, and the health insurance fund paid nearly VND1,770 billion. Of these, many students received large treatment costs, in some cases up to nearly VND1 billion.
For example, patient with card code HS40101299XXXXX ( Hanoi ) suffering from leukemia, pneumonia, and body damage was paid more than 967 million VND.
Another patient in Ho Chi Minh City was paid 473 million VND for respiratory infection and myeloid leukemia.
Many cases of serious illnesses such as sepsis, heart failure, respiratory failure, etc. are covered by large sums of money by the health insurance fund.
A new point in the 2025-2026 school year is that students will receive at least 50% support from the State for health insurance premiums. Thus, each student will only have to pay a maximum of less than 632,000 VND/year, saving about 252,000 VND compared to the previous school year.
Currently, the whole country has about 20.5 million students participating in health insurance (not including children of soldiers and police who are given free health insurance cards).
