Changes in the operation of two-level local government

Improving the satisfaction of people and businesses is the core goal of administrative reform. In Thai Nguyen, the two-tier local government model and the stable and effective operation of commune-level public administrative service centers are realizing this viewpoint.

Timely resolution of administrative procedures

According to statistics: After 30 days of the two-level local government coming into operation (from July 1 to July 29, 2025), the whole province received 68,115 applications of all kinds. Of which, 29,560 applications were submitted online (accounting for 43.4%), 38,555 applications were submitted directly or via public post (accounting for 56.6%). These applications were basically resolved promptly, serving the people. The total number of applications resolved was 48,717 (of which 48,005 were resolved on time, 712 were overdue, the rate of applications resolved on time reached 98.54%).

Speaking at the 3rd Session of the 14th Thai Nguyen Provincial People's Council, Comrade Trinh Viet Hung, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee, affirmed: The above figures are evidence of the effectiveness of the two-level local government model and the spirit of serving the people of the Thai Nguyen Provincial political system. The Provincial Party Secretary also commended the 5 localities with the highest volume of administrative procedure (TTHC) records, namely Phu Luong commune, Phan Dinh Phung ward, Thanh Cong commune, Diem Thuy commune and Quan Trieu ward.

An important highlight in the implementation of the two-level local government model in Thai Nguyen is the organization and operation of public administrative service centers at the provincial and commune levels. The province has arranged two public administrative service centers of the province in Phan Dinh Phung ward and Duc Xuan ward. 100% of communes and wards have established public administrative service centers at the commune level, of which 58 communes and wards have arranged at one location and 34 communes and wards have arranged at two or more locations.

Comrade Nong Thi Anh Tho, Chairman of Na Ri Commune People's Committee: "After the administrative unit arrangement, the commune leaders paid special attention to directing specialized units to resolutely and effectively carry out assigned tasks right from the beginning."

With the motto of "taking people as the center of service", communes and wards prioritize resources in terms of facilities as well as human resources to bring convenience, satisfaction and trust to people.

Mr. Duong Van Tung, in Gieng residential group, Pho Yen ward, said: I am very excited to do administrative procedures at the Public Administration Service Center of the ward. Right from the entrance, I was enthusiastically guided by the union members and youth, along with the thoughtful support of professional staff, which helped me complete the work quickly. I hope this will be maintained and continue to reduce administrative procedures for the people.

Mr. Hoang Van Doanh, in Khuoi Sa village, Phu Thong commune, shared: In the past, land procedures had to go through the commune and then to the district, sometimes there were problems and had to go back and forth many times. Now it is very convenient, just go to the new commune, no need to go far anymore, so it is very convenient for people. The officers give very specific instructions and people know how to do it right away.

Positive changes in organizational structure

One of the key factors creating remarkable results of the two-level local government in the province is the organization of the apparatus, staffing, and arrangement of cadres, civil servants, and public employees at the commune level.

To ensure the number of staff for agencies and units to maintain operations without interruption when operating the two-level local government, the Provincial People's Council issued Resolution No. 11/NQ-HDND dated July 1, 2025 to temporarily assign the staff of cadres and civil servants in provincial-level local government agencies and the total staff of cadres and civil servants of commune-level local governments, and the number of people working and receiving salaries from the state budget in public service units in Thai Nguyen province in 2025.

As of July 30, 2025, the number of cadres, civil servants, and workers present at the provincial and communal levels of Thai Nguyen is 37,977. With the spirit of "running while lining up", "working while learning", the team of cadres, civil servants, public employees, and workers at all levels stabilize their mindset, feel secure in their work, strive to overcome difficulties, learn, and improve their capacity and professional qualifications to meet the requirements and assigned tasks.

Ms. Bui Thi Kim Yen, a civil servant of Bach Quang ward, said: The workload is very large because in addition to the work of the communes and wards combined, there is also work transferred from the district level. Every day, cadres and civil servants proactively study documents to promptly guide people. Personally, I also study and improve my knowledge so I can basically meet the new job requirements.

Mr. Hoang Anh Duc, Deputy Director of Linh Son Ward Public Administration Service Center, shared: In the process of approaching new work, the officers and civil servants at the Center also had certain confusion, more pressure, and more multitasking. But after the process of operation, we have basically adapted to the current environment. We will also try our best to serve the people and use the level of satisfaction of the people as a measure.

Great demands on cadres and civil servants

After the merger, in the context of changes in administrative boundaries, organizational structure and personnel, the commune-level government quickly adapted, demonstrating a high sense of responsibility in direction and management. However, there are many new points in the organizational model, work handling process and personnel work, so there are still difficulties in practical implementation.

Especially now, the commune level is decentralized and delegated a lot of power, the workload after the merger has increased, placing great demands on the staff and civil servants. Many localities have to handle the backlog of administrative records from the old communes, at the same time deploying the operation of the apparatus according to the new model, while the capacity and qualifications of the staff and civil servants are not uniform, some places lack civil servants with expertise suitable for the job position such as accounting, information technology, land management, etc.

"In the first days of operating the public administrative service centers in communes and wards, MobiFone arranged staff at all centers to guide officials and civil servants in operating the system, ready to handle any problems if any," said Mr. Man Xuan Tung, MobiFone officer at the Public Administrative Service Center of Thai Nguyen province.

To overcome these problems, the Provincial People's Committee has proposed a number of solutions, focusing on: Continuing to enhance the role and responsibility for comprehensive and unified direction and management of the Provincial People's Committee in implementing the 2-level local government model, ensuring clear focal points, progress, and outputs. Urgently reviewing and perfecting the system of guiding documents, directing the implementation of tasks at each level and each sector; promptly removing difficulties and obstacles in the process of practical implementation.

At the same time, implement appropriate decentralization and authorization combined with strict inspection and supervision, creating conditions for communes to proactively organize and perform tasks, improving the quality of management. Focus on reviewing, arranging and perfecting the team of commune-level cadres and civil servants in the direction of making up for the surplus and the shortage. Prioritize the arrangement and transfer of additional provincial-level civil servants with appropriate professional qualifications and experience in state management, especially in the fields of finance - accounting, land, information technology, construction and transportation.

For communes in remote, isolated and disadvantaged areas, continue to implement policies to support cadres and civil servants to work with peace of mind and develop their capacity at the grassroots level. At the same time, organize training courses for cadres and civil servants in an in-depth, practical manner, suitable for their job positions...

In reality, it can be seen that the two-level local government model in the province has initially operated stably, promoting efficiency in management, administrative reform and serving people and businesses. The proactive and responsible spirit of the staff from the provincial to communal levels is clearly demonstrated; people and businesses are satisfied with the positive changes in the organization and organization of the apparatus as well as the service methods and work efficiency of the authorities at all levels.
