Identifying the New Rural Development as the key task of the locality, the Fatherland Front Committee and socio -political organizations of the district have propagated and mobilized union members, association members, and people of all walks of life to actively participate in campaigns and emulation movements launched by the Fatherland Front in conjunction with implementing the "Skilled Mass Mobilization" models through specific actions, starting from residential areas, hamlets, villages, and communes. Through this, it aims to gather and promote the strength of the great national unity bloc, the self-management role of the people in contributing resources to the New Rural Development.
Every year, based on the areas of responsibility, the District Fatherland Front Committee and mass organizations develop a propaganda plan for members and grassroots branches to implement the "Skilled Mass Mobilization" models, joining hands in building the new rural areas. Direct communes and towns to visually propagate on the main roads of communes, villages and hamlets; public places of communes, offices and schools in the area, on mass media, party cell activity bulletins, and on the radio system. Along with that, combine propaganda at conferences, training classes, vocational training, in party cell and mass organization activities, build and replicate typical advanced models of building the new rural areas.
To effectively implement the program, the District Fatherland Front Committee has specified 5 contents of the campaign "All people unite to build new rural areas and civilized urban areas" with specific criteria, promoting positivity and consensus among the people. At the same time, focusing on propaganda on innovation, improving the effectiveness of forms of production organization in rural areas; solidarity to help each other develop the economy , reduce poverty sustainably, social security, remember the source of drinking water, mutual love; on promoting democracy, maintaining discipline, building cultural life, preserving and promoting national cultural identity; on preserving and protecting the environment in rural areas, maintaining security and order in new rural construction...
Along with focusing on propaganda work, the District Fatherland Front Committee in coordination with local mass organizations has implemented socio-economic development movements launched by the District Party Committee Standing Committee such as: "Clean house, beautiful garden, green fence", "Bright, green, clean, beautiful roads", "Clean Sunday", "Peaceful gong"... Many movements have been widely deployed by the District Fatherland Front Committee and member organizations throughout the district, attracting a large number of cadres, union members, association members and people from all walks of life to participate. Typically, the "Green fence" movement in building bright, green, clean, beautiful and safe residential areas chaired by the District Fatherland Front has spread throughout the community, being a highlight in implementing environmental protection criteria. Up to now, the whole district has planted more than 600km of green fences, 305km of flower roads, and jade grass carpets; There are over 200 roads in 21/21 communes and towns that meet the criteria of bright, green, clean, beautiful and safe. Among them, many communes have good models and beautiful fences such as: Ngoc Son, Ngoc Lien, My Tan, Cao Thinh... creating a more environmentally friendly appearance for the new rural area of Ngoc Lac district...
The above specific actions have contributed to creating a new look for rural areas in the district in a civilized and modern direction. Currently, Ngoc Lac district has 20/20 communes meeting the new rural standards, 2 communes meeting the advanced new rural standards and Ngoc Lac town meeting the civilized urban standards. On June 14, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 1151/QD-TTg recognizing Ngoc Lac district as meeting the new rural standards in 2024.
Chairwoman of the Ngoc Lac District Fatherland Front Committee Pham Thi Thu said: “Promoting the achieved results, the Fatherland Front at all levels of Ngoc Lac District will continue to strongly innovate the content and methods of operation, diversifying propaganda forms so that each person clearly understands and grasps the Party's policies, effectively performs the role of representing and protecting the legitimate and legal rights and interests of the People; at the same time, firmly upholding and promoting the criteria, building new-style rural villages, advanced and exemplary rural communes, worthy of being the first mountainous district in the province to be recognized as a new-style rural district”.
