According to the reporter of Hanoi Moi Newspaper, many business and service premises on the first floor of resettlement apartments are vacant and in a state of serious degradation... because the auction for lease of usage rights has not been carried out or no organization or individual is renting due to high rental prices.

Meanwhile, residents living in these resettlement apartment buildings lack markets and other essential services; community centers are small and narrow. Leaving these vacant areas not only causes a large loss of budget resources, but also spoils the urban beauty, many places become shelters for drug addicts and thieves.

Looking at dozens of kiosks on the first floor of the Dong Tau and Den Lu resettlement areas (Hoang Mai district) with their doors and locks locked, the reporter could not help but feel sorry. Due to being closed for many years, the kiosks have now seriously deteriorated, with shabby doors, moldy walls, and peeling due to leaks. Weeds grow wildly around the kiosks, and many places have even become places for people to dump their waste.

The first floors of buildings: N6A, N6E, N3B... (Thanh Xuan and Cau Giay districts); buildings A, B, G, Vinh Phuc Resettlement Area (Ba Dinh district); buildings B3, B5 Cau Dien (Bac Tu Liem district); buildings C10, B12, Xuan La 1 Resettlement Area (Tay Ho district)... are also in a similar state of abandonment, degradation, and waste.

For example, in Xuan La 1 resettlement area, buildings C10 and B12 are in prime locations - close to Vo Chi Cong street, but many kiosks on the first floor have not been used for many years, so they are moldy, leaky and seriously degraded. Looking at the rusty iron door system of the kiosks, Mr. Nguyen Bich Hoan, a resident of Xuan La 1 resettlement area, said that previously the kiosks were rented out for sale, so they were very clean, with many buyers and sellers. The "desolate" and degraded scene only appeared since the first floor was reclaimed to conduct an auction for the right to use.

Nguyen Van Manh, Head of the Management Board of N3B Building, N2 Urban Area Trung Hoa - Nhan Chinh, shared: “Seeing the kiosks on the first floor of the building left empty for many years, we, the residents, feel very sorry. Meanwhile, N2 Urban Area Trung Hoa - Nhan Chinh does not have a traditional market, supermarket and some other essential services, causing the minimum needs of the people to not be met. We have repeatedly requested the city's departments and branches to take measures to speed up the auction of lease rights, put the first floor area of the buildings into use, avoid degradation, waste, increase budget revenue, but we have waited forever and still see... abandoned buildings".

What is the cause?

According to the reporter's investigation, the main reason why more than 21,500 square meters of first-floor space used for business services in 61 resettlement apartment buildings in Hanoi have been left vacant for many years is due to changes in policies related to the management and leasing of this area.

Specifically, from 2021 onwards, the entire first floor area was leased under a designated form, so most of the area was leased for service business. From March 10, 2021, the Hanoi People's Committee issued Decision No. 03/2021/QD-UBND requiring units to auction the lease of service business areas for resettlement apartment buildings, so the first floor area must be auctioned for lease rights. However, the organization of preparation, appraisal and approval of the rental price list for eligible auction areas has been slow due to constant policy changes, so up to now, more than 21,500m2 of first floor space is still in a "desolate" state due to incomplete auction procedures.

Explaining this, Deputy Director of Hanoi Housing Management and Development One Member Co., Ltd. Dang Tran Trung - one of the two units managing resettlement apartments in the city said that due to changes in policies related to auctioning lease rights, from 2024 to present, the company has urgently implemented steps to organize the auction, but the biggest problem is that up to now, the company has not been issued a decision by the City People's Committee to hand over houses and land according to the provisions of Decree No. 108/2024/ND-CP dated August 23, 2024 of the Government regulating the management, use and exploitation of houses and land as public assets..., so the Hanoi Department of Finance has not had a basis to appraise and submit to the City People's Committee to issue a price list to organize the auction.

In addition, because the starting price for auction at some locations is relatively high, while many service business locations have ineffective investment locations and no business advantages, people are not interested in participating in the auction, such as: Building N01, 7A Le Duc Tho, Mai Dich Ward (Cau Giay District); Building A1, A2, Kim Giang Ward Resettlement Area (Thanh Xuan District)... Not to mention, some areas are not eligible for auction in 2025 because the management and operation unit has not yet developed and submitted a plan for management and exploitation of public assets; some areas have been transferred to the management and operation unit, so the completion of auction procedures is also delayed.

To resolve the above difficulties and at the same time speed up the auction of service business areas on the first floor of resettlement apartments, Deputy Director of Hanoi Department of Construction Mac Dinh Minh informed that the Department has reported and proposed many solutions to the City People's Committee. Specifically, for areas eligible for auction in 2025, the units managing and operating resettlement apartments will coordinate with the Department of Finance to approve the rental price list and organize the auction in the third quarter of 2025. For areas not eligible for auction in 2025, the units will urgently prepare, submit for appraisal and approval of plans for management and exploitation of public assets according to Decree No. 108/2024/ND-CP of the Government and hire a consulting unit to determine the starting price. For areas with ineffective and unattractive investment locations, review and report to the City People's Committee to consider changing the usage function (if necessary) or hand over to the locality (ward level) for management and public purposes.

It is known that the Department of Finance and the Department of Construction have submitted to the City People's Committee and received approval to convert part of the service business area on the first floor of resettlement buildings into public functions such as community centers, playgrounds, libraries, etc. for buildings that lack public cultural facilities. In addition, the Department of Finance is studying and proposing to auction the entire area to form a chain of stores instead of organizing auctions for each small space as before. Hopefully, with these options, the 21,500m2 of first floor space in resettlement apartments will soon be put into use, avoiding the current situation of abandonment and waste.
