Chairman of the Provincial People's Committee: Focus on implementing key tasks, no delays

On the morning of February 27, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting for February 2024.

Attending the meeting were comrades: Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; along with members of the Provincial People's Committee, leaders of relevant departments and branches.

CARING FOR PEOPLE TO HAVE A HAPPY, SAFE AND SECURE NEW YEAR

At the meeting, the Provincial People's Committee focused on analyzing and evaluating the socio -economic situation; the implementation of state budget and financial tasks in February and discussed key tasks and solutions for March 2024.

After listening to the opinions of the Vice Chairmen of the Provincial People's Committee, leaders of departments and branches, concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that in February the province focused on organizing Spring and Tet celebrations for the people.

All levels, sectors and localities have paid attention to taking care of people to enjoy Spring and Tet, ensuring happiness, safety, security, health and savings. In particular, they have paid attention to social security, caring for the disadvantaged, the poor and the disadvantaged. Activities to ensure goods and food hygiene and safety to serve people during Tet have received attention. Security, order and traffic safety have been ensured, with no complicated incidents.

The Chairman of the Provincial People's Committee also said that the results of implementing the socio-economic development tasks were very positive in many areas. Regarding the disbursement of the public investment plan for 2023, as of January 31, 2024, the total public investment plan for 2023 had disbursed VND 8,585.59 billion, reaching over 95% of the plan assigned at the beginning of the year; the first 2 months of 2024 reached 11.52%. Investment attraction in the first 2 months of the year reached nearly VND 11,000 billion.

Immediately after Tet, the Provincial People's Committee focused on completing the contents of the thematic session of the Provincial People's Council to resolve important tasks; organized many important events. The spirit of discipline and administrative discipline before, during and after Tet was well implemented. Military , national defense, security and order tasks were given attention and well completed.

Chairman of the Provincial People's Committee Nguyen Duc Trung also noted that sectors and localities continue to remove difficulties and obstacles for enterprises' production and business activities; the Provincial People's Committee Office consulted on rectification documents, requiring localities to clarify responsibilities and strictly implement the time to process project dossiers.

IDENTIFY AND COMPLETE KEY TASKS EFFECTIVELY

Emphasizing the key tasks and solutions for March and the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested sectors and localities to focus on achieving the highest efficiency in implementing the socio-economic development plan and the state budget estimate for 2024 according to the set scenario targets. In particular, the province strives for GRDP growth in the first quarter to reach 8.4-9.4%.

Sectors review and identify key tasks and focus on implementation, without delay, affecting production and business activities, affecting the results of implementing socio-economic development tasks in the spirit of "seriousness, completeness, fastest, most correct, best and most effective".

In particular, in March, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Department of Planning and Investment to closely coordinate with departments, branches and specialized agencies of the Ministry of Planning and Investment to complete the dossier proposing the development of a Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province in the spirit of Resolution No. 39 of the Politburo, striving to submit it to the Government before March 10, 2024.

The Department of Planning and Investment closely coordinates with departments and branches to complete the plan to implement the Provincial Planning for the 2021-2030 period, with a vision to 2050; prepare content for the meeting of the Central Steering Committee of National Target Programs.

The head of the Provincial People's Committee assigned the Department of Natural Resources and Environment to support site clearance in localities located on the route of the 500kV line 3 project, including completing the handover of the column foundation site before February 29, 2024, for the route corridor before March 30, 2024 as requested by the Prime Minister; focusing on site clearance in Industrial Parks, especially Hoang Mai II Industrial Park and Tho Loc Industrial Park, phase 1.

The Department of Home Affairs continues to urge sectors and localities to complete the Job Position Project according to the Government's plan; advise and urge to accelerate the progress of the Project on rearranging administrative units at district and commune levels for the period 2023-2025; receive and explain the conclusions of the Central Interdisciplinary Survey Team to carry out the next steps of the Project on expanding the administrative boundaries of Vinh city.

The Chairman of the Provincial People's Committee assigned the Management Board of the Southeast Economic Zone to complete the dossier to submit the Project to expand the Southeast Economic Zone. The Department of Tourism focuses on implementing and promptly advising the Provincial People's Committee on the plan to implement Directive 08 of the Prime Minister on comprehensive tourism development. The Department of Culture and Sports advises on organizing a conference to meet with intellectuals, scientists, and outstanding artists in the Spring of Giap Thin. The Provincial Police prepares conditions to organize the reception of the title of Hero of the People's Armed Forces in March 2024.

Regarding the budget revenue and expenditure tasks, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Department of Finance to coordinate with the Tax Department and the Customs Department to synchronously implement tasks and solutions, striving to achieve the targets according to the scenarios for each quarter and the whole year of 2024. Advise on tight, economical and effective budget expenditure management, especially regular expenditures; advise the Provincial People's Committee to assign estimates for unallocated expenditures, ensuring regulations.

The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to organize a provincial conference on public investment disbursement in March; Advise the Provincial People's Committee on procedures to extend or recover outstanding funds for undisbursed or incompletely disbursed amounts. Sectors focus on directing the drastic implementation of the 3 National Target Programs, especially timely disbursement of capital sources.

Emphasizing the non-subjective view on investment attraction results, the Chairman of the Provincial People's Committee requested the Southeast Economic Zone Management Board to coordinate with sectors and localities to carry out the task of site clearance at Hoang Mai II Industrial Park and Tho Loc Industrial Park; continue the procedures for submitting the investment policy for WHA Industrial Park phase 3 and complete related contents for proposals for new Industrial Park projects; complete the dossier and procedures for Cua Lo Deepwater Port project.

Departments and branches advise the Provincial People's Committee to properly implement regulations and procedures for determining land prices as quickly as possible. The Department of Transport continues to focus on directing key projects of the Central and the province; advise on the implementation of the plan and payment of more than 1,275 billion VND in compensation for site clearance for the project to upgrade and expand National Highway 1A.

Sectors pay attention to health care, medical examination and treatment for people, disease prevention; organize festival activities in accordance with regulations, safely and economically; students' learning issues; and the labor market situation after Tet holiday.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches and localities to continue to strictly implement discipline, administrative discipline and administrative reform, and improve digital transformation results. Departments and branches must take the highest responsibility for the content of the consultation submitted to the Provincial People's Committee, trying to be the most accurate, fastest and most effective.

"Ministries, civil servants, public employees, and workers at all levels and sectors must not attend festivals during working hours, and must not use budgets, vehicles, or assets against regulations to serve festival and entertainment activities; leaders must not participate in festival activities unless assigned by competent authorities," Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized and requested sectors and localities to ensure national defense, security, and social order and safety.
