This amendment to the Railway Law is expected to remove bottlenecks in investment and implementation of national and urban railway projects.
The Resolution clearly states that the Government agrees with the proposal of the Ministry of Construction to remove from the 2025 Legislative Program the Resolution on piloting a number of specific and special mechanisms and policies for investment in developing the railway system and adjust the time for consideration and approval of the draft Law on Railways (amended) in the 2025 Legislative Program for the National Assembly to consider and approve at the 9th session according to the procedure.

The Government assigned the Minister of Construction, authorized by the Prime Minister , to sign the Report to the National Assembly on adjusting the 2025 Legislative Program and the content of the draft law.
At the same time, the Ministry of Construction is assigned to preside over and coordinate with relevant agencies to receive, explain, and revise the draft according to the opinions of National Assembly deputies and the National Assembly Standing Committee.
The Ministry of Construction and the Ministry of Justice are also responsible for providing complete records and documents; closely coordinating with the reviewing agency to complete the draft law.
This amendment to the Railway Law is expected to remove bottlenecks in investment and implementation of national and urban railway projects, which are facing many difficulties in procedures, capital, site clearance and human resource development.
This is also a step to institutionalize the major policies of the Party and State on developing transport infrastructure, creating new momentum for the railway industry and improving national transport capacity.
Currently, the Prime Minister has approved the railway network planning for the period 2021-2030, with a vision to 2050, aiming to develop urban railway systems in many major provinces and cities. Hanoi and Ho Chi Minh City alone must basically complete the urban railway network by 2035.
