According to Decree 81/2021/ND-CP of the Government (amended and supplemented by Decree 97/2023/ND-CP), the tuition fee ceiling for public highereducation institutions is clearly regulated, depending on the level of financial autonomy of the school. In particular, the Medicine and Pharmacy sector (sector VI.2) has a significantly higher tuition fee ceiling than other sectors.
Specifically:
For public schools that are not self-sufficient in regular expenses: The tuition ceiling for the Medicine and Pharmacy sector is expected to be around VND 2,760,000/student/month for the 2024-2025 school year. This level can continue to be adjusted upwards according to the roadmap for the 2025-2026 school year.
For public schools with autonomy in regular expenditure (group 1): The maximum tuition fee can be twice the ceiling fee of non-autonomous schools. For public schools with autonomy in regular expenditure and investment expenditure (group 2): The maximum tuition fee can be 2.5 times the ceiling fee of non-autonomous schools.
Universities have the right to proactively set tuition fees based on this regulation, however, they must often publicly announce their tuition increase roadmap (usually no more than 10-12% per year) to ensure transparency and stability.

Below are the expected tuition fees for Medicine and Pharmacy in the 2025-2026 school year of some universities:

Medicine, Pharmacy, Dentistry, Traditional Medicine: 55.2 million VND/year.
Ho Chi Minh City University of Medicine and Pharmacy: Expected to keep tuition fees stable compared to 2024. Dentistry: 84.7 million VND/year. Medicine: 82.2 million VND/year. Pharmacy: 60.5 million VND/year. Traditional Medicine, Preventive Medicine, Pharmaceutical Chemistry: 50 million VND/year. Nursing, Midwifery, Nutrition, Medical Laboratory Technology: 46 million VND/year.
Hanoi Medical University: Tuition fees can range from 15 million to 55.2 million VND/year, depending on the major and training program. Key majors such as Medicine and Dentistry often have the highest tuition fees. The school often has a roadmap for increasing tuition fees each year within the allowed limits.
Hanoi University of Pharmacy: Pharmacy: Estimated about 27.6 million VND/year. Pharmaceutical Chemistry: About 24.4 million VND/year. Biotechnology and Chemistry: About 17.1 million VND/year. For the joint training program in Pharmacy: 150 million VND/year in phase 1 and phase 2 according to the regulations of the University of Sydney, Australia.
Can Tho University of Medicine and Pharmacy: Medicine, Dentistry, Pharmacy: Highest over 63 million VND/year. Other majors: From 44 to nearly 60 million VND/year. Midwifery, Nutrition, Biomedical Engineering: From over 44 million VND/year.
Danang University of Medical Technology and Pharmacy: Medicine and Pharmacy: Estimated revenue 40 million VND/year. Other majors: About 30 million VND/year.
University of Medicine and Pharmacy, Hue University: Estimated tuition fees in 2025 may range from 20 million to 40 million VND/year depending on the major.
