Putting policy into practice
According to the report, the province has 5 ethnic groups recognized as ethnic minorities with very few people including: Pa Then, Lo Lo, Bo Y, Pu Peo and Co Lao; with a total of 16,548 people, accounting for 1.4% of the province's population.
Localities in the province have implemented comprehensive and focused support policies in many areas. In particular, focusing on 5 main groups: cultural preservation; socio -economic development; improving the quality of education and health care; training of cadres and prioritizing budget investment. Notably, ethnic minorities with very few people enjoy many preferential mechanisms in the National Target Program on socio-economic development of ethnic minority and mountainous areas, and at the same time have separate projects, typically the Project on preservation and development of some ethnic minorities with very few people in the period of 2021 - 2030.
In the period of 2020 - 2025, Tuyen Quang province has allocated over 9.4 trillion VND to implement 10 projects under the National Target Program in the area. In which, the national target program for sustainable poverty reduction has brought positive results. In the period of 2021 - 2024, the poverty rate of ethnic minority households decreased from 37.31% to 16.04%, an average decrease of 7.09% per year. In addition, project 9: Investment project for development of ethnic minorities with very few people and ethnic minorities facing many difficulties has been effectively implemented. In some communes with very few ethnic minorities such as Lung Cu, Pho Bang, Lung Phin, over 100 billion VND has been invested to implement the following contents: investing in 15 works serving production and life; implementing projects to create livelihoods and develop the economy for 213 beneficiary households; propaganda work to prevent early marriage and incestuous marriage...

Chang Lo village, Thang Mo commune has 18 households with 91 Pu Peo people. The Pu Peo community here mainly lives on farming, most of the households are poor. But up to now, the village has put on a "new coat" with solid concrete roads, children can go to school. Along with economic and cultural development policies, people are also interested in supporting, restoring and maintaining the Forest God Worship Festival and the Water Worship Festival at the beginning of the new year.
Like the Pu Peo people in Thang Mo, the Pa Then ethnic people in Minh Quang commune have also changed every day thanks to the practical support policies of the Party and the State. The commune has 124 households with 605 Pa Then people, accounting for 3.05% of the commune's population. Of which, Thuong Minh village has 114 households with 514 people. Comrade Lan Van Lam, Secretary of the Thuong Minh village Party Cell, said: People in the village mainly do agriculture , growing acacia trees. Since receiving support from the Party and the State, each household has been supported with a buffalo or a breeding cow. Up to now, some households have developed their livestock and have stable incomes. In addition, people can also participate in traditional cultural classes such as brocade weaving and love songs. From there, they can both develop the economy and preserve the culture of the ethnic group.
The remarkable changes in the lives of ethnic minorities are vivid evidence of the effectiveness of ethnic policies. It is not only material support, but also care, recognition and opportunities for fair and sustainable development. From appropriate policies together with promoting the internal strength of ethnic minorities will be the key to improving the quality of life and preserving the identity of ethnic minorities.
