Ho Chi Minh City - Moc Bai Expressway: Tay Ninh strives to ensure the progress of component project 4

The Ho Chi Minh City - Moc Bai Expressway Project is a national and provincial key project, of special importance to complete modern transport infrastructure, serve socio-economic development, and strengthen national defense and security. Currently, the People's Committee of Tay Ninh province closely coordinates with the People's Committee of Ho Chi Minh City and directs investors, relevant sectors and localities to carry out compensation, support, and resettlement work, striving to complete the site clearance (GPMB) of component project 4 - Ho Chi Minh City - Moc Bai Expressway (phase 1) in the third quarter of 2025 to start the project.

Overcoming difficulties

Deputy Director of the Department of Construction Dang Hoang Chuong said that the investment project to build the Ho Chi Minh City - Moc Bai Expressway (phase 1) implemented under the public-private partnership (BOT Contract) method has been approved by the Prime Minister in Decision No. 760/QD-TTg dated August 2, 2024 and approved by the Provincial People's Committee in Decision No. 577/QD-UBND dated March 13, 2025.

The project is invested in a complete 4-lane cross-section (with emergency lane), the length of the section in Tay Ninh province is 26.3 km and is divided into 4 component projects, in which Tay Ninh province implements component project 4: Compensation, support, resettlement of Ho Chi Minh City - Moc Bai expressway section through Tay Ninh province.

The Ho Chi Minh City - Moc Bai expressway project passes through Trang Bang town, Go Dau district and Ben Cau district in the past, now the areas of An Tinh, Gia Loc, Go Dau wards and Phuoc Thanh and Ben Cau communes, with over 2,200 households and organizations affected.

After approving the compensation, support and resettlement plan for the Ho Chi Minh City - Moc Bai expressway project, the Land Fund Development Center of districts and towns, now a branch of the Tay Ninh Provincial Land Fund Development Center, coordinated with relevant localities and units to organize payments to households from June 2025.

Director of Tay Ninh Province Land Fund Development Center, Region 4, Dang Tan Bao said that from the end of June to the beginning of July, due to the work of reorganizing the Provincial Land Fund Development Center and merging the administrative boundaries of wards and communes, the payment was interrupted for more than 10 days. Immediately after being granted a new seal and treasury account, the Center quickly continued to make payments to households in accordance with regulations and progress.

Up to now, Tay Ninh Province Land Fund Development Center, Region 4 has paid 498/964 households, reaching 51.65%. At present, due to the full payment of the advance payment, the payment is temporarily interrupted. In the coming time, when the advance payment is transferred, the Center will continue to coordinate with relevant units and localities to urgently pay the households. In addition, the unit continues to carry out propaganda and mobilize people to agree with the compensation plan, support for land acquisition and clearance, promptly hand over the site, and ensure the progress of handover according to the direction of the Provincial People's Committee.

According to the Provincial Construction Investment Project Management Board, the compensation, support and resettlement plan was previously approved by the People's Committees of districts and towns with an amount of VND 3,056.44 billion; the advance payment to the District and Town Land Fund Development Centers was VND 2,263 billion, the remaining amount is VND 793.44 billion.

Based on the allocated budget, the branches of the Tay Ninh Provincial Land Fund Development Center have organized payments to affected households since June 2025. As of July 23, 2025, VND 2,073.5 billion has been paid, reaching 91.63% of the advanced funds, corresponding to 1,480/2,254 households (Trang Bang 948/1,163 households, Go Dau 464/964 households; Ben Cau 68/127 households). The payment value according to the approved plan data reached 67.84%, corresponding to 1,480/2,250 households.

In order to ensure payment progress, the Provincial Land Fund Development Center recently sent a document proposing the Provincial People's Committee to assign the Finance Department to continue allocating more than 793 billion VND to branches to pay compensation for the Ho Chi Minh City - Moc Bai expressway project, the section passing through Tay Ninh province.

Speed up resettlement projects

In parallel with the work of paying compensation and supporting land acquisition, the Regional Project Management Board in charge of localities where the Ho Chi Minh City - Moc Bai Expressway project passes through is also urgently speeding up the progress of resettlement projects.

In the former Trang Bang town, a resettlement area of 10.7 hectares (402 plots) was arranged in Bung Binh hamlet, Hung Thuan commune, with an average area of each plot of 140m2 (7m x 20m). This resettlement project was approved by the People's Council of Tay Ninh province (old) in the investment policy in Resolution No. 110/NQ-HDND dated September 22, 2023 and the Provincial People's Committee approved the feasibility study report on project construction investment in Decision No. 990/QD-UBND dated May 21, 2024.

Currently, the Project Management Board of Area 3 is implementing the construction of site leveling, construction of stormwater drainage, wastewater drainage, domestic water supply and traffic roads. The construction period is 270 days from February 26, 2025 to November 22, 2025.

In the former Go Dau district, Rach Son resettlement area has a total investment of over 318 billion VND; total land use area of over 97,200m2 , 480 lots, each lot area is about 100m2 . The resettlement area is invested in building complete and synchronous infrastructure with items of leveling the ground, traffic roads, sidewalks, trees, lighting, underground power and telecommunication cable systems, water supply and drainage, parks, squares, parking lots, transformer stations... According to the representative of the construction unit, the planned resettlement area for households affected by the Ho Chi Minh City - Moc Bai expressway project is prioritized for investment and completion to meet the project's progress requirements.

In the previous Ben Cau district, there were 244 plots of land in Dia Xu resettlement area, 97 plots have been arranged, and 147 plots remain for projects.

The Ho Chi Minh City - Moc Bai Expressway Project is a national and provincial key project, of special importance to complete modern transport infrastructure, serve socio -economic development, and strengthen national defense and security. In order to accelerate the project implementation progress and disburse the State budget investment plan in the last 6 months of 2025, strive with the highest determination to achieve the target of disbursing 100% of the plan, the Provincial People's Committee directs branches, levels, and investors to consider the task of implementing public investment projects and disbursing investment capital in 2025 as an important task, contributing to promoting socio-economic development and increasing economic growth rate in 2025.

During the working session at the Provincial People's Committee (base 2), on July 25, 2025, Chairman of the Provincial People's Committee Nguyen Van Ut listened to reports from the sectors on the progress, difficulties and obstacles of key projects, including the component project 4 of the Ho Chi Minh City - Moc Bai Expressway (phase 1). He requested investors and sectors and localities to proactively and actively coordinate closely and focus on accelerating the progress of compensation and site clearance to implement key projects; promptly handle the difficulties and obstacles of investors; request the State Treasury of Region XVIII to proactively provide specific instructions to investors on the process and necessary documents and procedures to open accounts at the treasury after arranging administrative units to speed up the disbursement of public investment capital plans... The province will strive to resolve and remove difficulties and obstacles; strive to complete the compensation and site clearance work of component project 4 - Ho Chi Minh City - Moc Bai Expressway. Ho Chi Minh - Moc Bai (phase 1) in the third quarter of 2025./.
