What needs to be done to attract at least 100 top experts to return home to work in August?

At the regular press conference in July of the Ministry of Science and Technology, Mr. Mai Anh Hong, Deputy Director of the Department of Organization and Personnel, Ministry of Science and Technology outlined the plan that the Ministry of Science and Technology needs to implement to soon attract talents in the fields of science and technology, innovation and digital transformation to return to work in the country.

Create a breakthrough in attracting talent and high-quality human resources

In the context of the 4.0 industrial revolution taking place strongly, science, technology and innovation, digital transformation play a key role, being the main driving force for sustainable socio -economic development of each country. Recognizing this importance, our Party and State always pay special attention to building and perfecting mechanisms and policies to promote and attract talents in the field of science and technology.

Recently, General Secretary To Lam directed the Ministry of Home Affairs to preside over and coordinate with the Ministry of Science and Technology and relevant ministries and branches to urgently develop and promulgate special incentive mechanisms and policies to attract at least 100 leading experts to return to work in the country by August 2025.

At the same time, the Ministry of Science and Technology is assigned to implement the Talent Attraction Strategy to 2030, with a vision to 2050, to be completed by September 2025.

These are strategic directions, demonstrating the high determination of the Party and State in building a high-quality human resource team to serve the country's development.

According to Mr. Mai Anh Hong, the current legal framework is quite complete to create a breakthrough in attracting talents and high-quality human resources.

Specifically, the National Assembly passed the Law on Science, Technology and Innovation 2025, creating a solid and breakthrough foundation to attract talent and promote the development of science, technology, innovation and digital transformation.

The Law on Science, Technology and Innovation is built closely following the guiding viewpoints in Resolution No. 57-NQ/TW of the Politburo on the development of science, technology and innovation in the new situation; creating an open legal corridor, recognizing and empowering scientists in terms of intellectual property, finance, and commercial exploitation rights; establishing more attractive financial and non-financial incentive policies for talents and high-quality human resources in science, technology, innovation and digital transformation.

The Law on Science, Technology and Innovation allows for flexible remuneration mechanisms, including mechanisms exceeding the salary framework, to attract, retain and promote talents, especially Vietnamese experts abroad.

In addition, the National Assembly also passed the Law on Digital Technology Industry 2025 with the goal of specifying policies to develop the digital technology industry into a pillar economic sector, playing an important role in attracting and developing technology talent.

The Law on Digital Technology Industry has outstanding preferential policies to develop the semiconductor industry and form a Vietnamese semiconductor ecosystem. At the same time, the law also lays a legal foundation for artificial intelligence (AI) and digital assets.

"New mechanisms and policies, especially the Law on Science, Technology and Innovation and the Law on Digital Technology Industry, are expected to create a truly attractive environment, an important premise to attract, retain and maximize the potential of talents, bringing strategic breakthroughs to Vietnam's key technology fields," affirmed Mr. Mai Anh Hong.

Despite exceeding the framework, financial compensation for scientists in Vietnam is not yet competitive.

Although there have been breakthroughs in attracting talent, Mr. Mai Anh Hong said that new laws have been issued, but the implementation of detailed guiding decrees and circulars and ensuring consistency with other regulations (Budget Law, Civil Servants Law, etc.) is very important. At the same time, regulations will not be effective if the procedures are cumbersome and lack flexibility.

Regarding financial and non-financial remuneration policies, according to Mr. Mai Anh Hong, despite improvements, the level of financial remuneration for scientists in Vietnam is not competitive compared to developed countries.

"In addition, non-financial factors such as professional research environment, facilities, working culture, and career development opportunities are important factors that need to be improved synchronously," said the Deputy Director of the Department of Organization and Personnel, Ministry of Science and Technology.

Mr. Mai Anh Hong said: "The flexible treatment mechanism, exceeding the framework, is still in principle: the new Laws open up the "exceeding the framework" mechanism, but the specific level and scope of application of this mechanism in practice need to be clearly stipulated in the documents guiding the implementation of the Law".

Exceeding the salary range, providing housing... should not be considered a privilege but a minimum condition.

Mr. Mai Anh Hong said that the Ministry of Science and Technology determined that in science, technology and innovation, digital transformation, high-quality human resources and talents are decisive factors and cannot be attracted by rigid policies.

"Exceeding the salary range, providing housing, and working conditions should not be considered a privilege but the minimum conditions for those who are capable of creating breakthroughs to feel secure in their work," Mr. Mai Anh Hong proposed.

To concretize the spirit of Resolution 57-NQ/TW; Law on Science, Technology and Innovation; Law on Digital Technology Industry, Mr. Mai Anh Hong said, the Ministry of Science and Technology is focusing on the following specific policies:

Develop and promulgate specific regulations on risk acceptance mechanisms; autonomy mechanisms for public science and technology organizations; superior incentive policies for developing the semiconductor industry; policies to attract, use and promote talents and high-quality human resources; and regulations on sharing benefits from research results.

Develop and implement the Project "Developing and promoting talents and high-quality human resources to serve the development of science, technology, innovation and national digital transformation". Develop national programs with specific goals to attract Vietnamese scientists working abroad, as well as experienced foreign experts. These programs may include special financial support packages, superior working conditions, and clear career development opportunities.

Investing in infrastructure and research environment: Upgrading key laboratories and research centers to international standards, building high-tech zones and technology incubators to create a favorable environment for creativity and innovation.

Promote links between research and businesses: Strongly encourage businesses to invest in R&D, cooperate with research institutes and universities to apply scientific results to production and business practices; develop markets for scientific and technological products.

Promote international cooperation and technology transfer: Create conditions for Vietnamese scientists to participate in international projects and global research networks, while attracting large technology corporations to set up R&D centers in Vietnam.

Minimize administrative barriers, ensure maximum autonomy for scientists, provide resources (finance, equipment, databases) to ensure research and testing.

Performance and product-based evaluation: Instead of being process-heavy, focus on outputs, international publications, patents, valuable commercialized products.
