On June 4, the Government Steering Committee on the arrangement of administrative units at all levels and the construction of two-level local governments issued guidelines on new standards for commune-level civil servant titles.
According to the guidelines, the salary regime for commune-level civil servants will be applied according to the new regulations of the Government after 6 months of merger. Provincial and district-level officials when transferred to work as new commune-level civil servants will not have to carry out the usual reception procedures. In case civil servants and professional and technical officials are appointed to leadership and management positions at the new commune level, the leadership position allowance will not be applied temporarily until there are specific regulations of the Government.
Localities are required to proactively develop a new commune-level personnel plan, ensuring harmony and balance between the current staff of provincial, district and commune-level officials and civil servants. Units must fully and promptly implement policies for those who voluntarily retire early, quit their jobs or do not meet the standards and conditions to take on jobs at the new commune level.
“The assignment and arrangement of commune-level cadres and civil servants must be carried out closely, thoroughly, publicly, democratically, fairly, in accordance with regulations, ensuring objectivity and impartiality,” the guidelines state.

New commune-level title standards
Standards for positions such as Secretary, Deputy Secretary, Chairman, Vice Chairman of People's Council and People's Committee at commune level will be implemented according to the guidance of the Politburo , Secretariat and Central Organizing Committee.
For the positions of department head, deputy head and professional and technical civil servants, the person in charge must have a strong political stance, good moral qualities, a healthy lifestyle, solidarity, dedication, integrity, exemplary behavior and a high sense of training. These people must have a university degree or higher appropriate to the field of work or have relevant practical experience. In addition, civil servants holding leadership and management positions must also have an intermediate degree in political theory or a certificate of equivalent qualifications issued by a competent authority.
After the merger, the country will have 34 provincial-level administrative units, including 6 centrally-run cities and 28 provinces; at the communal level, there will be 3,321 units (including communes, wards and special zones). It is estimated that this merger will help reduce more than 18,400 provincial-level staff, 110,700 communal-level staff and 120,500 part-time staff at the communal level. The entire two-level local government system is expected to have about 91,784 provincial-level officials, civil servants and public employees and 199,000 communal-level staff.
According to the direction of the Government Steering Committee issued at the end of May, each commune, ward and special zone after the merger will be assigned a minimum of 32 positions (excluding the Party, mass organizations and the Military Command at the commune level). This number may increase depending on the population size, but must not exceed 50 people for communes and 70 people for wards and special zones.
