Volunteer overtime
After the Thursday working hours after the National Day holiday, Mr. Nguyen The Tuan, an officer of the Kinh Bac Ward Public Administration Service Center, and his colleagues transported computers and necessary equipment to the Khuc Toai Ward Cultural House to install and support people in the ward to carry out administrative procedures online. At exactly 7 p.m., Mr. Tuan and nearly 20 officers and civil servants of the Public Administration Service Center, the Ward Police and youth union members were ready: Some guided and reviewed citizens' files, others supported online registration.

As one of the earliest citizens to arrive, Mr. Nguyen Khac Khanh (born in 1947), residing in Khuc Toai residential group, was welcomed and guided by the youth union members right at the door of the cultural house. Thanks to that, it only took Mr. Khanh 5 minutes to complete the procedure to request re-registration of marriage. Similarly, Ms. Nguyen Thi Hoan (born in 1983), also residing in Khuc Toai residential group, also took less than 10 minutes to complete updating her residential information to the National Population Data Center.
After more than 2 months of operating the 2-level local government, Bac Ninh received more than 255.3 thousand records. Of which, the Provincial Public Administration Service Center received more than 60.1 thousand records, with the rate of early and on-time settlement reaching 99.27%; the Public Administration Service Centers of communes and wards received more than 101.5 thousand records, with the rate of early and on-time settlement reaching 99.73%; the rest were certified records. |
Having just completed supporting a citizen to submit an online application to the National Public Service Portal, Mr. Nguyen The Tuan shared: “After operating the 2-level local government, on average, each day the Ward Public Administration Service Center receives more than 200 citizens coming to request to carry out 600-700 administrative procedures, mainly related to authentication, justice - household registration. Since August 26, when the Ward People's Committee has a policy of working overtime on Tuesday and Thursday evenings every week, I volunteered to participate with the desire to best support the people, helping them not to have to travel a lot.”
Operating a two-level local government, about 90% of the workload of the old district level has been transferred to the commune level. The workload has increased while there is a shortage of officials and civil servants in many localities, leading to overload and slow administrative procedures for people. To overcome this situation, along with maintaining duty and receiving documents during office hours, many localities have launched emulation movements, encouraging officials and civil servants to work overtime. In Trung Chinh commune, so that people do not have to wait, each official and civil servant is proactive and flexible in handling work. Accordingly, based on the number of documents received each day, the Commune Public Administration Service Center arranges officials and civil servants to work overtime to promptly handle people's needs. Similarly, since the beginning of July, every day Mr. Nguyen Van Nhan, a civil servant in Yen The commune, has come to the office at 6:30 a.m. and ends the working day at 6:00 p.m. According to Mr. Nhan, on average, the Commune Administrative Service Center receives 150-200 administrative procedure files every day, of which 90% are in the judicial and civil status fields. “My children are of school age, and my wife is a factory worker and often comes home late, but to handle the large volume of files, I volunteer to work overtime. After each administrative procedure is completed, seeing the citizen leave with the results, I and my colleagues feel very happy,” Mr. Nguyen Van Nhan shared.
Best serve people's needs
In fact, right from the first days of operating the two-level local government, many cadres and civil servants proactively stayed close to the grassroots, listened and handled work with the highest sense of responsibility. In localities, the emulation movement to adapt to the new model was demonstrated by cadres and civil servants with an open-minded attitude, enthusiasm and friendliness. Local Party committees and authorities also proactively grasped and resolved difficulties and obstacles, promptly commended and rewarded individuals. In Yen The commune, to encourage and motivate, the leaders of the commune People's Committee implemented "going early and returning late" with cadres and civil servants; prioritizing the best working conditions for the department receiving and handling administrative procedures. Similarly, in the evenings going to residential areas to support people in carrying out online administrative procedures, the leaders of Kinh Bac Ward People's Committee directly went to the locality, both encouraging cadres and civil servants and listening to people's thoughts and aspirations, thereby finding more solutions.

Comrade Nguyen Van Hieu, Vice Chairman of Kinh Bac Ward People's Committee said: "According to the plan, the support activities for people in residential areas will be maintained until all people in the ward can access and carry out online procedures. During the implementation process, the Ward People's Committee will seriously learn from experience every week and month, promptly reward individuals with positive contributions as well as outstanding achievements."
With the initiative, flexibility and spirit of "working until the job is done, not until the end of the day" of the team of commune-level cadres and civil servants, after more than 2 months of operating the two-level local government, the whole province has received more than 255.3 thousand records. Of which, the Provincial Public Administration Service Center received more than 60.1 thousand records, the rate of early and on-time settlement reached 99.27%; the Public Administration Service Centers of communes and wards received more than 101.5 thousand records, the rate of early and on-time settlement reached 99.73%; the remaining are certified records. However, through assessment, the results of administrative procedure settlement still have overdue records; the rate of electronic certification has not met the requirements (only 44.9%); the rate of online payment is low...
To overcome this situation, on September 3, the Provincial People's Committee issued an official dispatch requesting departments, branches, and People's Committees of communes and wards to focus on improving the service index for people and businesses in handling administrative procedures. Implementing the directive, agencies, units, and localities launched emulation campaigns, launched campaigns to guide and support individuals and organizations to submit documents via online public services. Comrade Nguyen Quang Quy, Deputy Director of the Provincial Public Administration Service Center said: “On the first working day after the National Day holiday, the Provincial Public Administration Service Center launched a competition to all cadres and civil servants of the unit as well as civil servants directly receiving and handling administrative procedures of departments and branches, considering the results of task implementation as the basis for evaluation, classification, and rewards. For communes and wards, we organized in-depth training according to the motto of “holding hands to show how to do things”, especially in localities with low results; at the same time, we established a technical support hotline, ensuring that people and businesses can easily access and implement”.
