renovate, upgrade and expand roads around West Lake

Kinhtedothi - On March 7, the Office of the Hanoi People's Committee issued Notice No. 107/TB-VP on the Conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at the meeting to review the plan to renovate, upgrade and expand the roads around West Lake, Tay Ho district.

Accordingly, Vice Chairman of the City People's Committee Duong Duc Tuan agreed to conclude and direct as follows:

Firstly, the City People's Committee basically agrees with the research plan proposed by the Tay Ho District People's Committee and Sungroup Corporation, and agrees with the policy of including the content of this research (after completion, report to the City People's Committee for approval of the plan) in the process of standardizing the project documents for Local Adjustment of the Urban Zoning Plan for the area and vicinity (A6), scale 1/2000 according to the provisions of the Law on Urban Planning.

Along with that, Tay Ho District People's Committee coordinates with relevant departments and branches of the city to update all the contents of ideas and research plans, including: water wharf, bridge connecting Thuy Su Lake with Dam Tri, traffic system, static traffic, flower garden, walking path, landscape, wastewater treatment... into the Project for Preservation and Promotion of Values and Neighborhoods and the Project for Local Adjustment of Urban Zoning Planning of Urban Zoning Planning of the Area and Neighborhoods (A6), scale 1/2000.

The City People's Committee assigned the Department of Planning and Architecture to advise, propose, and report to the City People's Committee to soon assign the Tay Ho District People's Committee to organize the preparation of the Local Adjustment of the Urban Zoning Plan for the area and vicinity (A6), scale 1/2000 according to the provisions of the Law on Urban Planning, the time and progress of preparation and submission for approval shall not exceed 02 months.

Second, regarding the detailed content of the plan to renovate, upgrade and expand the roads along West Lake: agree with the opinions of the Department of Planning and Architecture, Tay Ho District People's Committee on the plan to expand the cross-section of Quang An and Tu Hoa roads (21m plan), however, further research is needed to determine specifically in the areas of space exploitation, combined with landscape flower gardens.

Along with that, continue to study the overall routes around West Lake; determine the width of the road cross-section, the number of lanes suitable for space organization, traffic organization, arrange walking space combined with green parks at suitable locations along Nguyen Dinh Thi, Trich Sai streets...; Standardize the arrangement plan of inland waterway wharves, bridges connecting Thuy Su Lake - Dam Tri to ensure the highest aesthetics, smallest scale, most beautiful but still meet the function, minimizing the impact on the lake.

Third, regarding the determination of the investment project mechanism: assign the Department of Finance to review, advise, propose, and report to the City People's Committee on the investment mechanism to implement the project to renovate, upgrade, and expand surrounding roads (remaining segments) under the BT public-private partnership method (corresponding investment projects can consider and propose construction items in surrounding areas and other land funds) according to regulations and assign the Tay Ho District People's Committee to organize synchronous implementation according to the tasks of the Management and Exploitation Regulations.
