Mekong Delta provinces test new communes and wards

(Chinhphu.vn) - On June 22, many provinces in the Mekong Delta region organized a trial operation of new communes and wards so that by July 1, 2025, they will operate smoothly, synchronously, effectively, and efficiently, without interrupting work or affecting normal activities serving the people.

According to the instructions of Kien Giang province, the trial operation includes: Organizing the first conference of the Party Executive Committee at the commune level (announcing relevant decisions, approving the working regulations of the Party Executive Committee), the first session of the People's Council at the commune level, the first session of the Vietnam Fatherland Front Committee, the first session of the People's Committee at the commune level, and trial operation of the public administrative service center at the commune level.

Long Xuyen City Party Secretary Huynh Quoc Thai (Head of the Long Xuyen Ward Preparatory Committee) said that the trial operation aims to fully grasp the requirements and contents of the implementation of the task of reorganizing the apparatus and administrative units according to the resolutions and conclusions of the Central Committee, the Politburo , the Secretariat and the direction of the province. For the trial operation to be successful, comrade Huynh Quoc Thai requested that the members of the Preparatory Committee - the core force that determines the success of the trial operation organization - must promote a sense of responsibility and complete the assigned tasks well.

Chairman of An Giang Provincial People's Committee Ho Van Mung praised the efforts of Long Xuyen ward in carefully preparing conditions for the pilot implementation. During the past time, the provincial departments, branches and sectors, especially the cadres and civil servants of Long Xuyen ward, have made continuous efforts to urgently complete legal documents and professional procedures, while increasing investment in facilities, information technology infrastructure, especially in staff training.

Immediately after the opening conference, the Long Xuyen Ward Preparatory Committee conducted a pilot operation of the two-level local government model. Attending at the Long Xuyen Ward bridge point and other localities in the province were key officials whose personnel plans had been approved by the Provincial Party Standing Committee, ensuring the representativeness and practicality of implementing the new organizational model. After the pilot operation is completed, relevant agencies and units will organize a summary, evaluate the advantages and shortcomings; and make recommendations to continue perfecting the model.

* On June 22, Vice Chairman of the People's Committee of Ca Mau province Nguyen Minh Luan said that according to the province's plan, from July 1, Ca Mau will officially put into operation the new apparatus at the provincial and communal levels at the same time, ensuring smooth, synchronous, effective and efficient operations, absolutely not interrupting work, not affecting normal operations serving people and businesses.

To put into operation the two-level government apparatus at the same time in the locality with the best efficiency, the Standing Committee of Ca Mau Provincial Party Committee urgently and proactively directed to prepare conditions and complete the remaining tasks of provincial and communal agencies, units and organizations.

Immediately after the pilot operation in 24/64 new communes and wards, Ca Mau province held a meeting to review experiences and simultaneously deploy the pilot operation in all remaining communes and wards until June 28. After that, the leaders of the Provincial Party Committee and Provincial People's Committee organized inspections, promptly directed to rectify and overcome arising difficulties to ensure that the commune-level government apparatus officially operates smoothly from July 1 according to the Central Government's regulations.

According to Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai, the organization of a trial operation of the commune-level government apparatus organization model after the rearrangement aims to evaluate the ability to organize, operate, handle work and serve the people when the district-level activities end and the rearrangement and reorganization of commune-level administrative units in the province; as a basis for drawing experience before officially operating 64 communes and wards of the province from July 1.

Ca Mau province implements the 2-level local government model to ensure centralized and unified leadership and direction of the Party Committee, flexible and effective management of the local government; timely guidance of specialized agencies throughout the preparation process and organization of trial operations in communes and wards. At the same time, ensure that the current district and commune governments operate stably, normally and continuously until the end of the district-level administrative unit, the arrangement of commune-level administrative units and the transition to the 2-level local government model.

At the same time, urgently focus on directing the review and quickly overcoming existing difficulties to be ready by July 1, the two-level government will operate smoothly and without interruption in accordance with the direction of the Central Government. The People's Committee of Ca Mau province urgently directs the organization to announce the organizational structure and operation mechanism of the Party Committee and People's Council at the commune level to elect the People's Council committees, the titles of the departments under the People's Committee at the commune level; operate the Public Administration Service Center to ensure that it is suitable to the actual situation of the commune-level unit to best serve the people and businesses.

Speed ​​up the arrangement of commune-level facilities; issue operating regulations; prepare conditions for summarizing the implementation of tasks at the district level before the end of activities; deploy tasks for the third quarter of 2025 at the commune level and fully prepare conditions for organizing the Party Congress at the commune level..., in the coming time.

* Bac Lieu Provincial Party Committee has just held a conference to deploy the task of piloting the new commune-level operating apparatus.

Accordingly, Bac Lieu selected 2 wards and 5 communes for pilot operation, then it will operate simultaneously in all communes. In addition to the urgent task of pilot operation, the Preparatory Committee will also start to complete the documents of the Party Congress for the term 2025 - 2030 early. It is expected that Bac Lieu ward and Phuoc Long commune will be selected to organize the model congress in early July 2025. All commune-level congresses in the province will be completed in July 2025.

The leader of Bac Lieu Department of Home Affairs said that 7 communes and wards will conduct a trial operation, including: Bac Lieu Ward, Gia Rai Ward, Vinh Loi Commune, Hoa Binh Commune, Phuoc Long Commune, Hong Dan Commune and Long Dien Commune. The remaining wards and communes will conduct a trial operation simultaneously from June 24-28. Then, they will hold a meeting to review experiences for official operation on July 1. Standing Deputy Secretary of Bac Lieu Provincial Party Committee Huynh Quoc Viet emphasized: In the past time, the entire political system in the province has focused all its efforts to handle a huge amount of work to effectively implement the Central Government's policies (building a 2-level local government model, merging the two provinces of Ca Mau and Bac Lieu). By July 1, there will no longer be a district level, the commune level will begin to operate and must meet the top priority requirement of improving capacity and best serving the people.
