Ministry of Health urgently directs disease prevention during and after floods, storms and heavy rains

On the morning of June 13, the Ministry of Health sent an urgent dispatch to the directors of the Department of Health of provinces and cities regarding instructions on disease prevention and control during and after floods and storms.

The Ministry of Health stated that from May 2025 to now, the whole country has experienced many heavy rains causing localized flooding and landslides in some localities and it is forecasted that in the coming time, there will be storms and many heavy rains. During and after storms, floods, and inundations, many microorganisms, dust, garbage, waste, etc. will flow with the water to many places, causing environmental pollution and posing many potential risks of epidemics.

Rain and floods are also favorable conditions for bacteria, viruses and disease vectors to grow and cause diseases to humans. Common diseases during the flood season are: acute diarrhea, respiratory diseases, eye diseases, skin diseases, dengue fever, etc.

The Ministry of Health requires localities to strengthen disease prevention work during the rainy and stormy season.

To proactively prevent and combat diseases that are at risk of occurring during and after floods and storms, the Ministry of Health requests that the directors of the Departments of Health of provinces and cities direct their affiliated functional units to continue to strictly implement Official Dispatch No. 3180/BYT-PB dated May 24 of the Ministry of Health on promoting the prevention and control of dengue fever, hand, foot and mouth disease, Covid-19 and epidemics during the rainy and stormy season, and Official Dispatch No. 3461/BYT-KH-TC dated June 5 of the Ministry of Health on proactive medical work to respond to natural disasters and the rainy and stormy season in 2025.

Units need to focus on implementing proactive preventive measures to ensure safety when floods occur, measures to prevent accidents and epidemics, ensure food safety and environmental hygiene during the storm and flood season by health agencies and authorities.

Organize propaganda and recommendations on disease prevention and control measures before and during floods, storms, and heavy rains, such as: ensuring safe and hygienic food selection and food processing, eating cooked food and boiled water; absolutely do not use dead livestock or poultry as food or food processing.

For areas affected by floods and landslides that cause isolation, there should be plans to ensure the supply of safe food, foodstuffs, and drinking water; encourage people to use processed, ready-to-eat foods such as dry food, instant noodles, and bottled drinking water.

Regularly wash hands with soap before and after preparing food, before eating and after using the toilet; practice daily personal hygiene, wash feet and dry between toes after contact with flood water or contaminated water; follow the principle of cleaning as the water recedes, collect and dispose of animal and poultry carcasses according to the instructions of medical staff.

In case water sources such as drilled wells and open wells are flooded, they must be filtered and disinfected before use; water tanks, wells, water containers must be washed and chemicals used to disinfect drinking water and domestic water must be used according to the instructions of medical staff; larvae/wigglers must be destroyed and mosquitoes must be killed; when there are signs of suspected infection, it is necessary to go to the nearest medical facility for examination and treatment.
