In my opinion, the assessment of the implementation of the Resolution of the Hai Phong City Party Congress and Hai Duong Province for the 2020-2025 term needs to be presented in a balanced and harmonious manner. In addition to the achievements in socio-economic development, the report needs to point out the limitations in Party building, budget revenue and expenditure management, investment environment improvement, and economic sector development. Comparing and contrasting with the West of Hai Phong, the similarities in industrial development, high-tech agriculture and services will help to more clearly identify the remaining problems and experiences that need to be applied.

In addition, it is necessary to supplement and emphasize solutions to respond to climate change, one of the major challenges today. Hai Phong is a seaport city, an industrial, service and logistics center, directly affected by rising sea levels, extreme weather, urban flooding, and coastal erosion. The report needs to clearly demonstrate the economic development orientation associated with green, sustainable growth and climate adaptability. Tasks such as: planning anti-flooding infrastructure, increasing mangrove planting, applying energy-saving technology, controlling industrial emissions, developing green transport, circular economy, etc. must be specifically identified.

This shows Hai Phong 's long-term vision in responding to climate change, ensuring a safe living environment for people, contributing to realizing the goal of becoming a modern, smart, ecological industrial city.
