To ensure the maintenance of "correct-sufficient-clean-living-unified-shared" activities, the Ministry of Home Affairs requests ministries, branches, ministerial-level agencies, government agencies, and People's Committees of provinces and cities to review and evaluate the current situation and select software and databases.
The Ministry of Home Affairs requests ministries, branches and localities to review and evaluate software and databases for managing cadres, civil servants and public employees of agencies before merging and consolidating to select a unified system and software after the merger and consolidation that meets the requirements on functions, features and technical standards as guided by the Ministry of Home Affairs in Decision No. 356/QD-BNV2 and Official Dispatch No. 2325/BNV-VP3. The selection results will be notified to the Ministry of Home Affairs to serve as a basis for coordination and implementation according to appropriate scenarios, with completion due before July 20.
In addition, ministries, branches and localities also review the management of connection keys to the National Database on cadres and civil servants issued by the Ministry of Home Affairs, and report information on contact points of the connection key administrators.
The Ministry of Home Affairs will cancel connection keys of software and databases that are no longer in use, activate connection keys for software and databases that are officially selected for use, and notify the administrative focal points of ministries, branches, and localities before July 20.
In the dispatch, the Ministry of Home Affairs also requested to upgrade and adjust software and databases to meet the new organizational model and 2-level local government and integrate with APIs to synchronize unit organization trees and profile data APIs of the National Database on cadres, civil servants and public employees.
For ministries, branches and localities that were merged from many previous units, the Ministry recommends referring to specific data transfer scenarios between software of one or more suppliers to speed up implementation.
Ministries, branches and localities shall carry out the work of updating and adjusting the data on the records of cadres, civil servants and public employees of their units according to new information about the working unit, position title, address, etc. according to the new unit tree, to be completed before August 15.
According to the official dispatch, after completing the conversion and updating of data, ministries, branches and localities shall digitally sign the records of cadres, civil servants and public employees and notify the Ministry of Home Affairs of the schedule for synchronization with the National Database so that the Ministry of Home Affairs can prepare a new data warehouse and update the new organizational tree of ministries, branches and localities. The notification time is recommended to be implemented before August 30./.
