Speaking to VietNamNet , Dr. Vu Minh Duc, Director of the Department of Teachers andEducational Managers (Ministry of Education and Training) said that according to the provisions of the Law on Teachers, the Government regulates the implementation of salary policies for teachers. The Ministry of Education and Training is the focal agency in charge of drafting the decree, after which relevant ministries and branches give their opinions and submit it to the Government.
According to Mr. Duc, the Ministry of Education and Training has been and is in the process of drafting a decree regulating salary policies for teachers. “The drafting is taking place urgently because from January 1, 2026, the Law on Teachers will officially take effect. During the process of preparing the draft Law on Teachers, we had to prepare the contents of documents guiding the implementation of the Law,” Mr. Duc said.
In general, the representative of the Ministry of Education and Training said that the new salary scale for teachers will be based on the general administrative and career salary scale as a basis, then separate salary coefficients for teachers will be calculated (according to each level), to ensure that teachers' salaries are "ranked highest".
Mr. Duc said: “This new salary coefficient is adjusted to give the highest priority to preschool teachers and young teachers who are new to the profession. This also aims to ensure a stable life for young teachers, preschool teachers and teachers working in remote, isolated and especially disadvantaged areas.”

According to Mr. Duc, teachers' salaries will still be calculated according to the formula: Salary = Salary coefficient x Basic salary.
“However, we must ensure connectivity with the salary policy based on job position. When switching to the new salary scale, we must ensure that the new salary principle is not lower than the current salary of teachers,” said Mr. Duc.
“With the salary calculation method based on job position, similar jobs will be paid the same salary. However, those with more seniority and longer working time will receive a higher rank. That is, the teacher's dedication is still recognized by being assigned to a higher rank. Thus, instead of teachers' income being added with allowances, now all of those amounts are included in the salary and paid with a specific amount of money; when working in the same job position, the salary is the same,” Mr. Duc further analyzed.
The Director of the Department of Teachers and Educational Managers said that, as planned, teachers' salaries will be divided into 3 groups of job positions in schools.
"The seniority allowance is currently abolished according to Resolution 27 but will be calculated in the salary levels of the job position; therefore, 'seniority' is already within the gap between the established levels, so teachers will not be disadvantaged. In principle, teachers' new salaries will not be lower than their current salaries," Mr. Duc shared.
According to Mr. Duc, it is expected that around early July 2025, the Ministry of Education and Training will have the first draft of the teacher salary policy. "After that, we will post it on the system to ask for comments and receive and complete it," Mr. Duc said.
The representative of the Ministry of Education and Training said that the draft Decree regulating the salary, allowance and salary policies for teachers ensures consistency in the salary system applied to civil servants in other sectors and fields; at the same time, ensures the living standards of teachers, helping teachers feel secure in their work and contribute to the education cause. In addition, according to the provisions of the Law on Teachers, teachers are also entitled to additional special allowances, responsibilities, incentives, allowances for disadvantaged areas, allowances for inclusive education, seniority, mobility, etc., contributing to increasing their overall income.
