The Ministry of Education and Training has just issued Official Dispatch No. 5215/BGDĐT-GDPT guiding the invitation of experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools.
According to the official dispatch, for subjects and educational activities specified in the General Education Program that are organized to be taught in the first session, schools can invite experts, artisans, artists, coaches, and athletes to participate in teaching according to the lessons or topics to ensure the school's educational plan, subject plan, educational activities, and meet the requirements according to regulations.

For enrichment activities, experiences, art clubs, sports , life skills, cultural exchanges... organized in the second session, the school can invite experts, artisans, artists, coaches, athletes to participate in educational activities according to the school's approved educational plan.
Schools need to have a specific plan that is suitable for the practical conditions of the need to invite experts, artisans, artists, coaches, athletes and must have the consensus of the participating forces. When signing a contract, it is necessary to discuss and agree on the viewpoints, content, programs, methods, pedagogical style, regulations, and rules of the industry and educational institutions and ensure the standards and conditions for experts, artisans, artists, coaches, and athletes according to regulations; have a clear and transparent coordination and financial mechanism to ensure effective, stable, and sustainable implementation.
Experts, artisans, artists, coaches, athletes, need to have good qualities, achievements, prestige; have communication ability, experience and pedagogical skills appropriate to the age of students.
The Ministry of Education and Training noted that schools should prioritize inviting 4 groups of experts, artisans, artists, coaches, and athletes, including: experts and scientists with high professional qualifications, degrees and certificates appropriate to the industry and industry group, with practical experience and professional prestige in related fields, with recognized achievements and research works; artisans and artists who have achieved titles conferred by the state or have won awards at the ministerial or provincial level or higher... whose contributions have been recognized by experts and the public; coaches with degrees and coaching certificates issued by competent authorities or with achievements in coaching athletes who have won awards in high-performance sports tournaments, with practical experience in coaching and training; athletes who have achieved the level of level 1 athletes or higher or have won medals and awards in high-performance sports tournaments.

Regarding finance, the Ministry of Education and Training guides the use of the State budget according to the approved estimate and mobilizes and uses legal socialized resources. Payments must be public, transparent and implemented according to the labor contract, ensuring the provisions of law, which clearly stipulate the rights and obligations of the parties, the implementation time and remuneration (if any).
The Ministry also requested that the Departments of Education and Training proactively advise the People's Committees of provinces and cities to develop and promulgate standards, criteria, and remuneration policies for invited experts, artisans, artists, coaches, and athletes in accordance with the practical situation of the locality and legal regulations.
In addition, localities develop a coordination program between the education sector and agencies, cultural, artistic, sports, mass organizations, and local authorities to mobilize talented people outside of the teaching force to participate in teaching and training in general education institutions; build a pilot implementation model, learn from experience and replicate it locally; organize training in basic pedagogical skills, appropriate to the age of students according to the grade level for this team before participating in teaching.
The document also guides educational institutions to implement professional procedures to invite experts, artisans, artists, coaches, and athletes according to the co-teaching and guest-lecturing mechanism to ensure the code of conduct, safety, quality, and effectiveness. In particular, schools need to survey the actual needs of students and parents and develop school plans and specific teaching plans suitable to the practical conditions of the school to sign contracts and are responsible for publicly notifying parents of the revenues and expenditures related to inviting experts, artisans, artists, coaches, and athletes.
According to the Ministry of Education and Training, this document is the basis for mobilizing talented people outside of the teaching force to participate in teaching, ensuring resources for regular, stable and long-term implementation.
The issuance of the document aims to concretize Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, which requires "education to ensure harmony between nationalism and eliteism, comprehensiveness and specialization, ethnicity and globality; develop education on the basis of culture and traditional values of the nation". This is also an activity of the Ministry of Education and Training to implement Directive 17/CT-TTg dated June 6, 2025 of the Prime Minister on organizing 2 sessions/day and organizing summer activities for children and students, in which the goal of 2 sessions/day is to improve the quality of comprehensive education in ethics - intelligence - physical fitness - aesthetics, build a healthy, safe and beneficial educational environment, meeting the requirements of the new general education program.
