Storm makes landfall on August 30, Ministry of Agriculture and Environment issues urgent dispatch

According to the dispatch of the Ministry of Agriculture and Environment, in the next 24 hours, the tropical depression is forecast to strengthen into a storm and make landfall in the North Central region in the evening and night of August 30.

The Ministry of Agriculture and Environment has just sent a telegram to the People's Committees of the provinces and cities in the Northern region and coastal areas from Quang Ninh to Khanh Hoa, along with related ministries and sectors, requesting proactive response to the tropical depression in the East Sea strengthening into a storm and heavy rain in the coming days.

According to the telegram, at 7:00 a.m. this morning, August 29, the center of the tropical depression was at 17.3 degrees North latitude; 119.0 degrees East longitude; the strongest wind was level 6-7, gusting to level 9.

It is forecasted that in the next 24 hours, the tropical depression will strengthen into a storm and make landfall in the North Central region in the evening and night of August 30.

From the evening of August 29 to August 31, the area from Thanh Hoa to Hue city is likely to experience heavy rain with a total amount of 150-350mm, locally over 600mm; the midland, Northern Delta and Da Nang city will have a total rain of 70-150mm, locally over 300mm.

The National Meteorological Agency forecasts that a tropical depression or storm is expected to make landfall and cause heavy rain in areas that have been affected and damaged by recent natural disasters (storm No. 3, storm No. 5 and post-storm flooding).

To proactively respond to the tropical depression strengthening into a storm and heavy rain, the risk of floods, inundation, flash floods, and landslides in the coming days, the Ministry of Agriculture and Environment requests ministries, branches, and People's Committees of coastal provinces and cities from Quang Ninh to Khanh Hoa to closely monitor the development of tropical depressions and storms; strictly manage vessels going to sea.

Localities organize counting and notify owners of vehicles and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of tropical depressions and storms so that they can proactively avoid them, not move into dangerous areas or return to safe shelters.

Forecast of dangerous areas in the next 24 hours: From 15.0-18.0 degrees North latitude; 107.5-115.0 degrees East longitude (dangerous areas are adjusted in forecast bulletins).

At the same time, localities deploy work to ensure safety of people, vehicles, and assets, especially for tourist destinations, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas; proactively decide on sea bans for fishing boats, transport ships, and tourist boats and evacuate people from cages, watchtowers for aquaculture along the coast and at sea; prepare forces and means for rescue when required.

For the delta areas in the North and provinces and cities from Thanh Hoa to Da Nang, the Ministry of Agriculture and Environment recommends reviewing and being ready to evacuate people from unsafe houses, areas at risk of deep flooding, river mouths, and coastal areas; proactively draining buffer water, preventing flooding to protect agricultural production, and industrial zones at risk of flooding.

Localities deploy plans to prevent flooding and ensure traffic in urban areas, especially during the country's important events celebrating the 80th anniversary of the August Revolution and National Day on September 2 in Hanoi.

Along with that, localities deploy response plans, ensure the safety of dikes, especially dikes that have had incidents; organize inspections, reviews, and take measures to ensure the safety of telecommunications systems and power grid systems to maintain operations without interruption before, during, and after tropical depressions or storms; proactively organize rice and crop harvests according to the motto "green at home is better than old in the fields."

For the mountainous areas of the North and provinces and cities from Thanh Hoa to Da Nang, the Ministry of Agriculture and Environment recommends deploying shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places.

The People's Committees of provinces and cities direct the commune-level authorities to notify each household living in areas at risk of landslides and flash floods to check and review the area around their residence; prepare plans to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, and areas where landslides have occurred.

Localities are determined not to allow people and vehicles to pass through if safety is not ensured; arrange forces and means to handle incidents, ensure smooth traffic on main traffic routes when landslides occur...

On that basis, ministries, branches and localities shall direct the organization of serious on-duty teams and regularly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control) to promptly have response plans.
