During the past term, Ba To has achieved and exceeded most of the economic and social targets, infrastructure continues to be invested, urban and rural appearance has improved a lot. The commune achieved 44/49 criteria of a type V urban area and achieved 3 more criteria of a type IV urban area.
The average growth rate in the period 2020 - 2025 is over 9%/year. The total production value is estimated at 517 billion VND, the average income per capita is 44 million VND/person/year, the rate of online public service implementation is over 95%.

In the new term, the commune strives to achieve a growth rate of total product value in the area of 9-10%. State budget revenue reaches and exceeds the assigned estimate, average income per capita reaches 48-50 million VND/year; the poverty rate decreases by an average of 3-3.5%/year.
Speaking at the congress, Director of the Department of Health Vo Van Thanh requested the Party Committee of Ba To commune to continue promoting the revolutionary tradition and solidarity to develop the commune's economy. To do so, the commune must identify the driving force and resources for development in the new period. All for the goal of people having a prosperous and happy life.
At the same time, determining the driving force for growth must be based on the foundation of applying science and technology, digital transformation in economic and social management and development. Mobilizing resources to build infrastructure to meet local development requirements.

The Congress announced the Decision of the Provincial Party Standing Committee on appointing the Executive Committee of the Ba To Commune Party Committee for the 2025-2030 term, consisting of 25 members.
