168 wards, communes, and special zones of Ho Chi Minh City are ready to operate in all situations.

In recent days, Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City have simultaneously piloted the two-level local government model. This is an important stepping stone for officials and civil servants to master the procedures and handle arising situations before officially operating 168 wards, communes and special zones of Ho Chi Minh City from July 1.

Staff proficient in work

On June 22, all 102 new wards and communes in Ho Chi Minh City conducted the second trial run on the following systems: Processing incoming and outgoing documents; handling online records; handling feedback via hotline 1022.

At the headquarters of Ward 15 People's Committee, District 10 (the place chosen as the location for the Hoa Hung Ward's operational trial), the entire team was present early. Each staff member was proficient in processing documents on the systems.

Ms. Le Thi Ngoc Hien, Party Secretary of Ward 14 (expected to be the Chairman of Hoa Hung Ward People's Committee), said that all ward officials have been thoroughly trained and are ready for official operation. With a population of more than 96,000 people, Hoa Hung Ward will place the Public Administration Service Center at the headquarters of Ward 15 People's Committee, which is expected to be renovated and upgraded appropriately in the near future. After the second trial operation, Ms. Le Thi Ngoc Hien assessed that everything went smoothly, because civil servants had gained experience from the first trial operation on June 12.

In Binh Loi Trung ward (Binh Thanh district), most of the officials and civil servants of the Public Administration Service Center and the new ward People's Committee office are proficient in implementing the 2-level local government model and performing assigned tasks.

Ms. Thai Thi Hong Nga, Vice Chairwoman of Binh Thanh District People's Committee, said that the Public Administration Service Center of the ward has been basically prepared, located right at the new ward People's Committee headquarters at 355/5 No Trang Long Street. "Up to this point, all officials and civil servants of Binh Loi Trung Ward are ready to operate the 2-level local government model with the highest responsibility and putting the goal of serving people and businesses first," Ms. Thai Thi Hong Nga shared.

From Thanh An island commune (Can Gio district), Mr. Pham Minh Chau, Chairman of the People's Committee of the commune, said that after reviewing, the commune's facilities and equipment currently meet the requirements of the task and can operate the digital platform well. Regarding personnel, the commune has been assigned an IT officer by the district to support so that it can handle any situations that arise during the digital transformation connection process to prepare for setting up digital platforms.

Mr. Pham Minh Chau added that the commune has completed the steps to operate digital platforms, including processing incoming and outgoing documents, and extracting online copies. He recommended that the city review and upgrade the internet infrastructure to ensure support for officials, civil servants, and serve the people in the coming time.

Following the second trial run, Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy commented that the "trial run" was basically successful. The transmission line, sound system, meeting room and other contents were basically guaranteed.

To prepare for the official operation phase from July 1, the Vice Chairman of the Ho Chi Minh City People's Committee requested that districts, towns, and Thu Duc City provide a list of officials according to specific positions to the Ho Chi Minh City Digital Transformation Center before June 25. Localities should review transmission lines, audio, camera systems, and purchase new equipment if necessary. At the same time, monitor the performance of feedback and recommendations on portal 1022, build a system to count and evaluate unprocessed information; hand over all administrative records and data from the old unit to the new one to ensure no interruption of public services. Complete adjustment and issue new digital certificates for officials at wards and communes before June 24.

Continue to improve the systems

In Ba Ria - Vung Tau province, 30 communes, wards and special zones also conducted a trial operation on June 21, with positive results. According to the Department of Home Affairs of Ba Ria - Vung Tau province, the province has organized the operation of the Public Administration Service Center in a number of communes, wards and special zones of Con Dao.

The results of the pilot operation of two procedures in the form of direct and online in the field of Justice - Civil status, including the procedure for issuing copies of civil status extracts (online); the procedure for certifying copies from original documents and papers issued or certified by competent agencies and organizations of Vietnam (direct), showed that officers and civil servants were relatively proficient in their operations, with processing time on the system of about 4-6 minutes/file. However, in Ba Ria ward, it was noted that the connection was still slow, and the sharing of information fields when people registered online was still lacking, such as: date, month, year of CCCD issuance, permanent residence address.

In addition, some civil status areas such as marriage and birth registration according to current regulations must be "recorded in the civil status book, requiring people to sign in front of judicial and civil status officials". Thus, in the case of assigning civil servants of the Administrative Service Center to recognize these records, problems may arise because the civil servants of the Public Administrative Service Center are not the judicial and civil status officials of the People's Council - People's Committee Office at the commune level to process the records.

The representative of the Department of Home Affairs of Ba Ria - Vung Tau province proposed that the Provincial People's Committee urgently arrange equipment and facilities for communes and wards, especially the Public Administration Service Center, to ensure official operation from July 1. At the same time, direct the Provincial Department of Science and Technology to coordinate with the Provincial People's Committee Office and the Department of Science and Technology of Ho Chi Minh City, the Ho Chi Minh City Digital Transformation Center to review and continue configuring administrative procedures on the system; guide districts and cities to complete equipment and online transmission lines connecting to Ho Chi Minh City and regularly check and ensure equipment and transmission lines for 30 communes, wards and special economic zones to operate. It is expected that on June 25, all 30 Public Administration Service Centers in Ba Ria - Vung Tau province will continue to test operations to better serve the people when they officially come into operation.

Meanwhile, Binh Duong province has also piloted the Public Administration Service Center in 36 new communes and wards. The province has arranged 568 officials to participate in the pilot operation of the Public Administration Service Center at the commune level, implementing 718 administrative procedures, including 253 provincial-level administrative procedures, 447 commune-level administrative procedures and 18 land-related administrative procedures. Binh Duong province leaders commented that the pilot operation of the systems and Public Administration Service Centers of the 36 new communes and wards was carefully prepared, serious and with a high sense of responsibility.

Clearly define the authority to resolve administrative procedures

During the inspection of the operation of the new ward and commune governments in District 1 and Can Gio District on June 19, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested that the Ho Chi Minh City People's Committee Office and the Department of Home Affairs clearly define the authority to handle administrative procedures.

Specifically, how many administrative procedures, forms, and processes are handled by wards and communes, who is assigned to receive, who is accepted, who is checked and signed, and who has the authority to sign for administrative procedures that will be carried out at the new wards and communes. Localities assign tasks to the People's Committees of new wards and communes and specialized departments and divisions; focus on handing over work and documents from the district level to the commune level. In particular, determine the authority and process for handling administrative procedures, assign people to receive and process documents at the new wards and communes, and arrange adequate equipment and infrastructure to ensure smooth operation of the new administrative units after the arrangement. In addition, widely inform people and businesses about the location of the new headquarters, the place to receive public administrative documents for convenient work contact; arrange adequate equipment and conditions to ensure service for the new administrative units after the arrangement.

Inspecting the trial operation in Chanh Hung Ward (District 8), Comrade Tran Kim Yen, Member of the Standing Committee of the City Party Committee, Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee, highly appreciated the initiative and efforts of the units. He added that the transmission line as well as the system and handling of the 3 trial scenarios of the ward were basically stable and smooth. Comrade Tran Kim Yen noted that agencies and units need to review to ensure that the transmission line to 168 wards, communes, and special zones of Ho Chi Minh City is stable, because when officially operating, many files need to be resolved at the same time.

Enhance the capacity of systems in operation

Director of the Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh said that the trial operation of the three systems on June 22 basically met the requirements. However, there are still some limitations in transmission lines in some places and the technological infrastructure of some wards and communes is still backward and does not meet the requirements.

On June 22, Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City jointly tested the Information Portal 1022 to receive, process and respond to people and businesses. The Center will enhance the capacity of the systems when operating 168 wards, communes and special economic zones to ensure smooth operation.
