State economic development plays a leading role in ensuring macroeconomic stability, major balances, strategic orientation, and leading the economy; identifying the private economy as the most important driving force of the national economy.

On the morning of September 10, at the Party Central Committee headquarters, under the chairmanship of General Secretary To Lam, the Politburo worked with the Standing Committee of the Government Party Committee to give opinions on draft documents, personnel plans and preparations for the 1st Government Party Congress, term 2025-2030.

At the meeting, the Politburo listened to the representative of the Standing Committee of the Government Party Committee report on the drafting of documents and personnel plans for the 2025-2030 term; report on receiving and explaining comments from central departments, ministries and branches. The Politburo assessed that the draft documents and personnel plans had been carefully, seriously and elaborately prepared by the Government Party Committee in accordance with the regulations and instructions of the Central Committee.

Concluding the working session, General Secretary To Lam requested the Standing Committee of the Government Party Committee to absorb the opinions of Politburo members and reasonable suggestions from central departments, ministries and branches to complete documents and personnel plans, and continue to carefully prepare for the successful organization of the congress for the 2025-2030 term.

General Secretary To Lam emphasized that it is necessary to determine the guiding viewpoint in the political report in accordance with the most important position and role of the Government Party Committee in the system of Party organizations directly under the Central Committee; as the core of direct leadership and direction for the Government and Party Committees of ministries, branches, corporations, general companies, banks, and large enterprises.

At the same time, the document closely follows, updates, and concretizes the contents of the draft documents of the 14th National Party Congress related to the responsibility of the Government, with the overarching task of promoting socio-economic development, ensuring national defense and security, strengthening foreign affairs, implementing social progress and equity, improving people's lives to set appropriate goals, visions, and targets for each stage and period; reviewing the mechanisms and policies that must be cleared, handled, and removed to complete the set goals, especially the institutionalization of new policies and orientations of the Party Central Committee.

General Secretary To Lam suggested that the Party and Government focus on perfecting development institutions in conjunction with building a socialist rule-of-law state that creates development, is honest, acts, and serves the people; pay attention to perfecting institutions and laws, especially in the fields of investment, land, planning, expanding the development space of the country, regions, sectors, fields, and localities, liberating production capacity, mobilizing all resources, and creating new momentum for development; have policies to mobilize private sector resources to participate in key infrastructure projects such as highways, high-speed railways, urban railways, energy infrastructure, defense and security industries; effectively deploy the operations of international financial centers, free trade zones, and new economic models, etc.

General Secretary To Lam emphasized that promoting industrialization, modernization, restructuring the economy, establishing a new growth model with science and technology, innovation and digital transformation as the main driving force; strongly developing the digital economy, knowledge-based economy, with high added value, global competitiveness, especially new industries and technologies; developing the state economy to play a leading role in ensuring macroeconomic stability, major balances, strategic orientation, and leading the economy; the private economy is the most important driving force of the national economy; selectively attracting investment sources from outside (both direct and indirect).

General Secretary To Lam also pointed out that it is necessary to continue focusing resources on developing synchronous, modern, smart, internationally connected infrastructure; effectively exploiting and expanding new development spaces, taking urban areas as the driving force for regional development; infrastructure connecting large cities and industrial development centers; focusing investment resources on modernizing digital infrastructure; synchronously and modernly developing cultural and social infrastructure...

General Secretary To Lam requested to focus on improving people's material and spiritual life and health; specify tasks and solutions to implement the policy of closely combining economic growth with progress, social justice, comprehensive human development, and caring for people's lives; focus on directing the implementation of resolutions and conclusions of the Politburo on breakthroughs in education development, people's health care...
