Below are some industries that have clearly transformed thanks to socialization, with important milestones:
1. Socialized healthcare since the 1990s
Before 1990: Almost the entire hospital system was public, overloaded, lacking equipment and poor service.
After 1990: The State allowed the establishment of private hospitals and private clinics.
Turning point : 2002 – officially had a clear policy on socialized healthcare (Decision 10/2002/QD-TTg).
Presently: Modern private hospitals such as Vinmec, Hoan My, FV, Gia An 115… are playing an increasingly important role in the health care system.
2. Aviation – strong socialization since 2007
Before 2007 : Vietnam Airlines was the only airline in the country, operating under a monopoly mechanism with high prices.
2007: VietJet Air was established – opening the era of low-cost private aviation.
2011: VietJet flies commercially, creating strong competition, helping ordinary people have the opportunity to fly.
Present: Diverse aviation ecosystem: Vietnam Airlines, VietJet, Bamboo Airways,... contributing to the growth of tourism, logistics, and international services.
3. Publishing textbooks – socialization after 2018
Before 2020: Textbooks were only published by one unit, Vietnam Education Publishing House.
2018: The Government approved the new general education program - allowing the socialization of textbooks (each subject can have many sets of textbooks selected for use).
2020: The first three textbooks were approved (Canh Dieu, Ket cau tri thuc, Chan troi sang tao).
Results: Content competition, innovative approaches, creating creative spaces for teachers and students.
4. Traffic infrastructure - strong socialization since 2004
2004 : The Government encourages the BOT and BT models to mobilize private sector to build roads and bridges.
Outstanding projects:
Hai Van Tunnel (2005, BOT).
Trung Luong – My Thuan Expressway (started construction in 2009, private sector participation).
Co Chien Bridge, Rach Mieu Bridge (BT).
Presently: Many transportation projects mobilize tens of thousands of billions of VND from the private sector.
5. Education & Training – strong socialization since 2005
2005: Resolution 05/2005/NQ-CP allows the establishment of a system of private schools, international schools, and private universities.
Present:
High schools: Vinschool, Nguyen Hoang, Nguyen Binh Khiem, Wellspring...
Universities: FPT, Ton Duc Thang, Hoa Sen, Fulbright…
Benefits: Increased competition, diverse models, reduced pressure on the public system.
6. Media – entertainment – boom since 2010
Before: Films and television were mainly state-run, with little innovation.
After 2010: Private TV stations, film production houses, digital platforms explode.
For example: Galaxy Media, BHD, VieON, TikTok, YouTube... have become strong platforms, helping Vietnam produce many high-quality, unique movies, game shows, and entertainment content.
CONCLUSION:
> Socialization does not mean loosening management, but rather allocating resources reasonably: the State performs policy tasks - the private sector participates in implementation - the people are the center.
> When there is a fair, transparent and socialized mechanism, it will help develop faster, more effectively and more creatively.
GENERAL LESSON:
> When "untied", industries develop more strongly, are more creative, and serve people better.
