Che Tao Commune needs to proactively overcome difficulties and improve responsibility in implementing tasks.

That was the direction of comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the working session with Che Tao commune, on the morning of September 7, to grasp the situation of operating the 2-level local government model after two months of operation.

Reporting to the working delegation, comrade Hang A Ky - Secretary of the Party Committee of Che Tao commune said: Che Tao is one of the most disadvantaged communes of Lao Cai province, located in the West, 220 km from the provincial center. The whole commune has 6 villages, 13 party cells, 180 party members, including 6 village party cells, 7 party cells of agencies and units. The population is 2,645 people, 509 households; the household rate accounts for 31.82%.

Immediately after coming into operation from July 1, the Party Committee of Che Tao commune has developed and issued specific documents, led and directed the serious implementation of political tasks; the commune has developed and issued regulations on functions, tasks, working regulations, and assigned tasks to the Standing Committee, the Standing Committee, and the Party Executive Committee; issued decisions to establish, regulations, and working regulations of specialized agencies to advise and assist the Party Committee, the Vietnam Fatherland Front, and socio-political organizations, the activities of the People's Council, and specialized agencies under the People's Committee; developed a plan to arrange party organizations, rename old villages into new villages; successfully organized the Party Congress of the commune for the 2025-2030 term.

At the same time, the Party Committee directed the development of programs and contents, organized 10 Standing Committee conferences, 8 Standing Committee conferences, 5 Commune Party Executive Committee conferences (expanded), 6 People's Council conferences, 9 People's Committee conferences, 5 conferences of the Vietnam Fatherland Front and socio-political organizations to implement key and urgent tasks in the fields of: apparatus organization, socio- economic development, strengthening national defense and security, strengthening Party building and the political system in the commune.

At the same time, organize conferences to disseminate and implement Party resolutions and directives, State policies and laws for more than 1,500 cadres, civil servants, public employees, union members, association members and people.

After more than 2 months of implementing the two-level local government model, the leadership and direction of the Party Committee, the People's Committee of the commune; the Vietnam Fatherland Front Committee and the socio-political organizations of the commune have initially stabilized and operated in an orderly manner, contributing positively to the overall development of the locality.

At the meeting, the leaders of Che Tao commune raised a number of difficulties and problems in the process of operating the new model, such as: the headquarters and offices of the staff have degraded; the number of offices is not enough as prescribed; lack of synchronous equipment, especially at the Public Administration Service Center; lack of computer systems for receiving, managing, sharing information, and issuing documents; slow Internet connection causes difficulties and wastes a lot of time in processing documents on the operating software platform; there is a lack of specialized positions in accounting - finance, information technology, etc.

Concluding the working session, the Provincial Party Secretary and Chairman of the Provincial People's Council pointed out: Che Tao is a particularly difficult commune, far from the provincial center, but after more than 2 months of operation, the new apparatus model, the commune has basically operated smoothly and effectively.

Comrade Trinh Xuan Truong - Provincial Party Secretary, Chairman of the Provincial People's Council delivered a concluding speech at the meeting.

He said that in the initial stages of operating the new model, there will be difficulties, a large workload, and great pressure. Therefore, the Party Committee and the government need to proactively overcome difficulties, enhance responsibility, closely direct, innovate, and be creative in implementing tasks and work.

He requested that the Party Committee of Che Tao commune urgently deploy the action program and plan to implement the resolution of the Party Congress for the 2025-2030 term. In particular, each cadre and civil servant must be proactive, set an example of self-study and self-research to improve their capacity and qualifications.

In addition, Provincial Party Secretary Trinh Xuan Truong suggested that the commune should focus on leading and successfully organizing the Commune Fatherland Front Congress; doing a good job of political and ideological work for the team of cadres, civil servants, public employees, and party members in the whole commune; continuing to take care of the local government apparatus at two levels, especially in terms of personnel work; focusing on economic and social development; mobilizing people to do a good job of forest management and protection; learning from the experiences of neighboring localities; having solutions to ensure security and order, absolutely not being passive or sudden...
