Xinhua News Agency reported today, February 28, that Mr. Sun Xiaobo, Director of the Arms Control Department under the Chinese Foreign Ministry, called on nuclear powers to comply with their responsibilities related to nuclear disarmament in the spirit of the Conference on Disarmament.

Among them, the Conference on Disarmament is a multilateral forum established in 1979 to pursue efforts to negotiate arms control and move towards signing disarmament agreements.

At the forum's weekly meeting in Geneva (Switzerland) on February 26, the Chinese Director General said it is necessary to draft a roadmap or action framework for an international legal mechanism to protect non-nuclear weapon states from the threat of this flow of weapons of mass destruction.

"Nuclear powers should negotiate and finalize a treaty to prevent the risk of using nuclear weapons in a preemptive strike against each other, or make a political statement on the issue," Mr. Sun said.

Currently, only India and China officially maintain a "no first use of nuclear weapons" policy in a conflict.

Russia and the United States currently possess the world's largest nuclear arsenals. Russia has the most nuclear warheads in the world, with an estimated 5,889 as of 2023, compared to 5,244 for the United States, according to Reuters, citing data from the Federation of American Scientists .
