Deploying breakthrough solutions to strengthen protection, care and improvement of people's health

(Chinhphu.vn) - The Government has just issued Resolution 282/NQ-CP promulgating the Government's Action Program to implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health (Program).

Strengthening protection, care and improvement of people's health

The program aims to institutionalize and fully implement the viewpoints, goals, tasks and solutions set out in Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health (hereinafter referred to as Resolution No. 72-NQ/TW).

At the same time, identify specific tasks for ministries, branches and localities to develop action plans, organize implementation, inspect, monitor and evaluate the implementation of Resolution No. 72-NQ/TW to achieve the goal of building a healthy Vietnam, where all people receive health care, live long, live healthy, live healthily, improve physical fitness, awareness of health protection and proactive disease prevention in the whole society, contributing significantly to promoting the development of a rich, civilized and prosperous country in the new era.

In order to achieve the goals set out in Resolution No. 72-NQ/TW, in addition to regular tasks, the Government requires ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to specify and organize the implementation of the following tasks:

Strongly innovate thinking and action in leadership, direction and organization of implementation of people's health care work

The Government requires ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to strongly innovate their thinking and actions in leading, directing, and organizing the implementation of public health care work.

In particular, communication, health education , raising awareness of protecting, caring for and improving people's health, creating self-awareness and initiative in disease prevention for each individual and the whole society. Ministries, branches, localities, agencies and units develop and organize communication, health education, raising awareness of protecting, caring for and improving people's health, diversifying forms and methods of propaganda, specifying propaganda content for each target group.

In the strategies, planning, plans and policies for socio-economic development of ministries, branches, localities and units, it is necessary to integrate and prioritize the addition of indicators on protecting, caring for and improving people's health.

The Ministry of Health shall preside over and coordinate with relevant ministries, branches, localities and agencies to develop and submit to competent authorities for promulgation a Decision to designate April 7 every year as "National Health Day". Completion date: Quarter I/2026.

The Ministry of Culture, Sports and Tourism, in coordination with ministries, branches and localities, develops a Project to improve the efficiency of using cultural and sports institutions and public spaces to serve people's health training; promote the movement for the whole people to proactively take care of their health, and build a culture of health among the people. Completion time: Quarter I/2026.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of Health, ministries, branches and localities to develop a Project/Program to incorporate health education content into the educational program suitable for all levels and grades; implement health care, physical education and school nutrition activities at educational institutions. Completion time: Quarter III/2026, regular implementation.

Perfecting institutions, focusing on improving the capacity of the health system, especially preventive medicine, primary health care, promoting the strengths of traditional medicine

The Government assigned the Ministry of Health to preside over and coordinate with the Ministry of Justice, ministries, branches and localities to develop a Resolution of the National Assembly to institutionalize a number of policies under the authority of the National Assembly. Completion time: Quarter IV/2025.

The Ministry of Health shall preside over and coordinate with the Ministry of Justice and relevant ministries and branches to focus on completing and promulgating the Laws on: Population, Disease Prevention, Food Safety, Medical Equipment, Traditional Medicine, Tobacco Harm Prevention... Completion time is from 2025-2030.

The Ministry of Health shall preside over and coordinate with the Ministry of Finance, ministries, branches and localities to develop a Resolution of the National Assembly on the National Target Program on health care, population and development for the period 2026-2035. Completion time is in 2026.

The Ministry of Health shall preside over and coordinate with the Ministry of Finance and other ministries and branches to develop a Government Decree on vaccination. Completion date is 2026.

The Ministry of Health shall preside over and coordinate with the Ministry of Home Affairs, the Ministry of Finance, relevant ministries, branches and localities to continue to reorganize and transfer a number of hospitals under the Ministry of Health to provincial management. The Ministry of Health shall manage a number of specialized, high-tech, leading hospitals to carry out the tasks of professional guidance, training of quality human resources, scientific research, technology transfer, coordination of disease prevention and control, public health emergencies, natural disasters, catastrophes and health security. Completion time is from 2025-2030.

Step by step implementation of hospital fee exemption policy, first of all for social policy beneficiaries, disadvantaged people, and low-income people

Prioritize and ensure the annual increase in state budget expenditure for the health sector, ensure regular state budget expenditure and investment expenditure for primary health care and preventive health. Arrange the state budget to invest in facilities and medical equipment for the protection, care and improvement of people's health, especially in difficult and extremely difficult areas, border areas, islands, mental health, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and some special subjects.

From 2026, the organization will coordinate between periodic health check-ups, free screening, health check-ups for students, occupational disease check-ups, health check-ups for workers according to regulations and health insurance examination and treatment to provide free medical examinations and complete the creation of electronic health books for all people.

The Ministry of Finance shall preside over and coordinate with the Ministry of Health, ministries, branches and localities to develop a Project to improve the efficiency of management and use of the Health Insurance Fund, reform administrative procedures, save management costs, increase spending on medical examination and treatment, and develop health insurance participants. Completion date is 2027.

The Ministry of Health shall preside over and coordinate with the Ministry of Finance, ministries, branches and localities to develop a project to gradually implement the policy of exempting hospital fees, first of all for social policy beneficiaries, disadvantaged people, low-income people and some other priority subjects within the scope of health insurance benefits according to the roadmap. Completion time is in 2028.

The Ministry of Health shall preside over and coordinate with the Ministry of Finance, ministries, branches and localities to develop a Government Decree on piloting health insurance to pay for a number of disease prevention services, early diagnosis and treatment of a number of diseases and priority subjects according to the roadmap. Completion time is in 2027.

Encourage the development of commercial health insurance. Pilot research, diversify health insurance packages, supplementary health insurance according to people's needs, link health insurance with commercial health insurance. Research, implement innovation in management of health insurance funds.
