Speaking at the conference, General Secretary To Lam said that delegates had heard information related to the stock market manipulation case - a case that the General Secretary, who was then the Minister of Public Security, had a very good understanding of.

“At that time, the ministry's leaders asked the question: Why is the stock market so high? In the context of the epidemic, economic indicators have all decreased, but the stock market has increased sharply. The only index is the stock market, which has increased to nearly 2,000 points (currently nearly 1,500 points).

If there are signs of crime, the police must investigate, verify, and clarify. We must find out who is manipulating, where and how?”, the General Secretary shared.

“Putting all the money into the stock market. How can it be profitable to that extent? We must clean up the market, so that it operates at its true value. This is a lesson that we have handled very promptly, in the right spirit – doing one case, but alerting the whole sector,” the General Secretary emphasized.

The General Secretary expressed his emotion when witnessing many images of police officers close to the people. There are officers who have devoted their whole lives to the fight against drug crimes. This is a dangerous field, where not only the officers themselves but also their families, wives and children become targets of surveillance and threats by criminals.

Therefore, the General Secretary emphasized that there must be a comprehensive policy to protect cadres, because criminals today do not hesitate to use any means to entice and bribe cadres and soldiers. If they do not maintain their courage, it is easy to fall into depravity. When they cannot entice them with "sugar-coated bullets", they are ready to use "real bullets" to destroy them. Even when cadres have overcome these tricks and are still steadfast, they continue to use other methods such as distortion, slander, division, etc.

The General Secretary emphasized: "We must create an environment for comrades to work better, become more mature, more steadfast, and more confident."
