Two-level People's Court competes to clean up marriage data

Officials, civil servants and employees of the People's Court of Region 3 focus on encrypting case files and marriage matters.

The 90-day peak period of cleaning up marriage data and implementing the reduction of procedures for confirming marital status was implemented by the Ministry of Justice , the Ministry of Public Security and the Supreme People's Court from May 31. Through the peak period, it aims to accurately, promptly and synchronously update information on marriage, divorce and single status on the national information system and display it publicly and transparently on the VNeID application. People will no longer have to spend a lot of time traveling many times to apply for a certificate of marital status in administrative procedures, civil transactions...

Determining the significance and importance of the peak period, immediately after being reorganized and put into operation under the new organizational model with a higher workload than before, the People's Court of Region 1 focused on leading and directing the implementation of data encryption for judgments and decisions with legal effect on marriage according to the prescribed year. Accordingly, the court established a working group to implement the peak period of 90 days and nights to clean up marriage data and implement the reduction of procedures for confirming marital status under the responsibility of the unit's leaders, with the participation of cadres, civil servants and employees in the unit. At the same time, specific tasks were assigned, with clear people, clear work, clear progress, using the results of completing the peak period as the basis for evaluating and classifying cadres and civil servants at the end of the year.

Judge Ho Thi Minh Hanh, Deputy Chief Justice of the People's Court of Region 1, said: "Determining the 90-day peak period of cleaning up marriage data and implementing the reduction of procedures for confirming marital status as a major policy of the Party and State, aiming to further improve the quality of service to the People, the unit has carefully prepared the conditions of facilities, equipment and human resources to organize the implementation. Closely following the guided procedures and procedures, the unit's officers, civil servants and employees have urgently worked extra days off on Saturdays, Sundays and evenings on weekdays, with the determination to complete the peak period ahead of schedule."

Through review, the number of effective judgments and decisions on marriage from 2010 to May 31, 2025 issued by the People's Court of Thanh Hoa City and the People's Court of Dong Son District (old) that need to be synchronized and cleaned is more than 9,300 files, the most in the court sector of the province. Meanwhile, the data update process sometimes has unstable transmission lines, slow data encryption, affecting the progress of task implementation. Faced with this situation, the People's Court of Region 1 had to mobilize additional staff to take advantage of the time outside of trial and case resolution to participate in manual data entry.

The steps of the marriage data encryption and cleaning process are strictly implemented according to regulations. The leaders of the People's Court of Region 1 also held weekly meetings to grasp the situation, promptly remove obstacles and difficulties, urge and encourage cadres, civil servants and employees to strive to compete and complete their assigned tasks well.

With a methodical, scientific approach and a high spirit of determination, by July 31, the People's Court of Region 1 had completed the data entry of all case files, which needed to be digitized. Of these, 6,070 files had been digitized, the remaining files were awaiting approval. This is also the unit with the highest number of completed digitized files in the provincial court system.

Similarly, the working atmosphere at the People's Court of Region 3 (Trieu Son Commune) in recent days has been quite urgent and serious. To effectively implement this peak period, the unit has arranged a working room with full equipment to serve the working group. In addition to mobilizing the maximum number of cadres, civil servants, and workers to carry out the peak period, the unit has encouraged student interns at the unit to participate in a number of related stages, such as classifying records by time and photocopying records for initial data entry... At the same time, a group was established via the social network zalo to regularly exchange work and promptly resolve arising problems. With a high spirit and responsibility, as of July 31, the People's Court of Region 3 has successfully encoded 4,270 legally effective judgments and decisions on marriage issued by the People's Court of Trieu Son District and the People's Court of Thieu Hoa District (old). The unit will strive to complete all tasks of this peak period in early August 2025.

Following the direction of the Supreme People's Court and the Provincial People's Committee, immediately after completing the arrangement of the regional court apparatus, the Provincial People's Court launched a competitive movement to implement a 90-day and night peak period to clean up marriage data and implement the reduction of procedures for confirming marital status with a spirit of urgency, seriousness and efficiency. Through this, the aim is to digitize all data on over 52,000 judgments and decisions with legal effect of two-level courts in the province from 2010 to May 31, 2025, serving to quickly resolve administrative procedures for the people.

According to Judge Ngo Thi Ha, Deputy Chief Justice of the Provincial People's Court, to effectively implement this peak period, the leaders of the Provincial People's Court have organized training on software usage skills, unified the process of digitizing records, and synchronized marriage data for officials and civil servants of the two-level court. At the same time, regional courts, courts, and affiliated departments are required to report work progress on a daily basis to promptly grasp and support the removal of obstacles. Proactively coordinate with relevant agencies to handle confirmation and supplement information on records when necessary...

With a high determination, by July 31, the two-level courts in the province had completed data entry of 50,079 marriage case files. Of which, 36,028 judgments and decisions with legal effect had been completed with coding. It is expected that in early August 2025, the court sector will complete this peak period. In the context of streamlining the organizational apparatus with a huge workload, this is an unexpected result, affirming the high determination of the two-level courts in the province to serve the people.
