On the afternoon of September 12, the Provincial Party Executive Committee held the 3rd Conference (special) to give opinions on the contents of preparing the program and documents of the 1st Provincial Party Congress, term 2025-2030. Continue to discuss the content of the Congress documents

The conference discussed and approved documents on the organization of the 1st Provincial Party Congress, term 2025-2030: Submission on requesting approval for some contents of the Congress program; Report on receiving the conclusions of the Politburo at the working session, giving opinions on the draft documents submitted to the 1st Provincial Party Congress; Draft 8, Political Report of the 1st Provincial Party Congress, term 2025-2030 after receiving the conclusions of the Politburo according to the above reception report.

Through the report and direct discussion at the conference, it was shown that: Regarding the theme of the Congress, the delegates agreed to adjust and edit it to be more concise and succinct, clearly showing 5 main elements: Promoting the tradition of the revolutionary homeland; enhancing the leadership capacity and fighting strength of the Party organization and Party members; developing the economy - society quickly and sustainably; closely linking with maintaining national defense, security, and foreign affairs; accompanying the whole country to firmly step forward in the era of national development.

Regarding the assessment of the 2020-2025 term: Many opinions suggested clarifying both the advantages and difficulties after the merger, emphasizing the advantages of expanding development space and regional connectivity, but also limitations due to development disparities and high poverty rates. Accordingly, determining targets that both ensure practicality and demonstrate the determination of the entire political system, especially for targets on state budget revenue.

Delegates basically agreed to maintain the 3 breakthroughs (institutions, infrastructure, human resources), but added the content of education, health care, and sustainable poverty reduction in the human resources development stage. Regarding Party building: Delegates proposed focusing on improving the quality of Party cell activities (according to Directive 50-CT/TW), innovating inspection and supervision from "passive" to "proactive", enhancing the application of digital transformation in supervision work, building "4 good" Party organizations and "4 good" Party cells.

The conference agreed that the number of Party Inspection Committee members at the commune and ward levels for merged units is no more than 5 members and for non-merged communes is no more than 3 members.

The conference also reviewed in writing the following contents: Draft Review Report of the Provincial Party Executive Committee for the 2020-2025 term; Draft Resolution of the 1st Provincial Party Congress, term 2025-2030; Draft Action Program of the 1st Provincial Party Executive Committee, term 2025-2030; Report synthesizing opinions on the draft Documents of the 14th National Congress of the Party.

Demonstrating determination to successfully organize the Congress

Concluding the conference, Secretary of the Provincial Party Committee Hau A Lenh requested the Provincial People's Committee to absorb the opinions at the conference, continue to review and re-evaluate the socio-economic development indicators to ensure feasibility and demonstrate the determination to effectively implement them. The review of data must be completed in writing before September 15 to be included in the document. He also requested the Congress Document Subcommittee to absorb opinions on the technical presentation of the document in terms of the layout, correct Party terminology, and avoid duplication; ensuring consistency in the evaluation of indicators and implementation solutions. This content needs to be completed before September 15 to promptly print the document.

Regarding the Draft Resolution and Action Program, he requested that the drafting agency must comply with the Central Committee's requirements, be consistent with the Political Report, ensure that it is concise, easy to remember, easy to understand, easy to implement, and easy to check during implementation. The Action Program must ensure that no work or targets are left out, assign specific tasks to the implementing agency, and have a roadmap... Relevant agencies must coordinate to develop the Action Program to ensure consistency in implementation.

Regarding the order of the Congress, according to the direction of the Central Committee and the consensus of the Provincial Party Committee, it is the 1st Provincial Party Congress, term 2025-2030. Accordingly, all related contents must be consistent with the correct order of the Congress. To be ready to serve the Congress, the Provincial Party Secretary requested that the reception and celebration services must be carefully prepared, with specific assignments of people and tasks to serve well, in the spirit of demonstrating the determination to successfully organize the Congress.
