On the afternoon of September 23, Mr. Le Anh Tuan, Deputy Minister of Transport, had a working session with the People's Committee of Dong Nai province on the progress of compensation and site clearance for the Bien Hoa - Vung Tau expressway section through Bien Hoa city, Dong Nai.

Deputy Minister Le Anh Tuan requested Dong Nai to soon hand over the land to build the expressway.

According to Dong Nai province leaders, the Bien Hoa - Vung Tau expressway project through Dong Nai is 34.2km long, divided into two component projects 1 and 2.

Accordingly, component project 1 is 16km long (passing through Bien Hoa and Long Thanh district) and needs to reclaim about 137.64 hectares of land. Meanwhile, component project 2 is 18.2km long, passing through Long Thanh district, and needs to reclaim a total of 176.74 hectares of land (including the traffic route connecting T1 and T2 of Long Thanh airport project, about 25.16 hectares).

Up to now, for the section through Bien Hoa city, the total number of households that have approved the compensation plan and have to pay compensation is 585 with an area of over 22.8 hectares. There are 193 households with over 11 hectares that have been paid compensation, reaching a rate of over 48.5%.

Regarding the site handover, the total area handed over on the field is nearly 26.4 hectares, reaching more than 44.3% of the project's recovered area and more than 72.5% of the area approved for compensation.

Regarding resettlement review in Bien Hoa city, in 4 phases, 351 cases were reviewed and housing was resolved. It is expected that the resettlement review will be completed in September 2024.

Construction of component 1 of Bien Hoa - Vung Tau expressway project encountered difficulties with embankment.

As for the relocation of technical infrastructure, it is expected that the relocation of 2 new 220kV line pillars will start in October 2024.

Regarding the disbursement of public investment capital for the project, the capital plan for 2024 is arranged for more than 1,367 billion VND. Accumulated disbursement by the end of August 2024 reached more than 609 billion VND, reaching a rate of 44.6%.

At the meeting, the units also said that they are continuing to make efforts to clear the land as quickly as possible to serve the construction. At the same time, they pointed out the difficulty of continuous storms in September affecting the road section, making construction difficult.

Deputy Minister of Transport Le Anh Tuan acknowledged the efforts of the locality in site clearance and construction of the Bien Hoa - Vung Tau expressway. However, the project's progress is still slow, mainly due to land clearance problems.

The Deputy Minister of Transport suggested that Dong Nai province should pay more attention to the site clearance of the project, because this is the key point in terms of progress. The locality needs to focus maximum human resources to speed up site clearance. Along with that, work with ministries, branches and units to speed up procedures for granting licenses for land mining to speed up construction progress.
