Building Huong An ward to meet urban civilized standards

Attending the Congress of Huong An Ward Party Committee were Mr. Vo Thai Nguyen, member of the Central Inspection Committee ; members of the City Party Committee: Phan Thien Dinh, Head of the Economic - Budget Committee of the City People's Council; Pham Thi Minh Hue, Head of the City Party Committee's Inspection Committee; and representatives of departments, branches, sectors and organizations of the city.

Huong An Ward was established after the rearrangement of administrative boundaries from 3 wards: Huong An, Huong So and An Hoa, with a total area of over 19 km² and a population of nearly 36,000 people. This is one of Hue 's key areas in the strategy of developing urban space to expand to the north of the city.

In the 2020-2025 term, Huong An has achieved many positive results in Party building and socio-economic development. Notably, the locality has effectively received more than 5,000 resettled households from the Hue Citadel Area I Site Clearance Project, contributing to solving the population problem and creating conditions for the implementation of key urban projects of the city.

Speaking at the Congress, Mr. Phan Thien Dinh acknowledged the efforts of the entire Party Committee and people of Huong An Ward in the past time, and emphasized the need to stabilize the organizational apparatus, promote the spirit of solidarity, proactiveness and innovation in management and operation. Mr. Dinh suggested that the locality focus on promoting administrative reform, digital transformation, building a strong political system and creating favorable conditions for people and businesses to develop. In particular, priority should be given to promoting industry - handicrafts, services, and organic agriculture into spearhead economic sectors of the ward.

In the 2025 - 2030 term, the Party Committee of Huong An Ward has set the goal of building a locality with rapid and sustainable development in the direction of industry - services - agriculture; building Huong An Ward to meet urban civilization standards. The ward focuses on developing transport infrastructure, effectively exploiting land resources to serve urban infrastructure construction. At the same time, it focuses on building organic agriculture, supporting business households, cooperatives and industrial clusters to create momentum for local economic development.

Huong An also proposed breakthroughs such as developing human resources, building a team of cadres and civil servants to meet the requirements of the digital age. In particular, arranging leaders with capacity, qualities and prestige will be one of the key tasks. In parallel, digitization and creation of a synchronous database to serve effective management in all areas are required. The Congress also particularly emphasized the need to pay attention to training and planning young cadres with capacity, enthusiasm, and long-term service to local development. At the same time, promoting and supporting the development of cooperatives, business households, industrial clusters, strongly improving the investment environment, and developing the private economy to become an important driving force.

With high unity in ideology, will and action, the Party Committee and People of Huong An Ward will continue to promote the tradition of solidarity, innovation and creativity to successfully implement the goals set by the 1st Congress.

On this occasion, the Congress announced the personnel participating in the Delegation to attend the 17th Hue City Party Congress, term 2025 - 2030 and introduced the 24-member Ward Party Executive Committee. Mr. Truong Quang Trung was appointed to hold the position of Secretary of the Huong An Ward Party Committee.

A Luoi 5 strives to meet new rural standards

Attending the Congress of Party Delegates of A Luoi 5 Commune were Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Council Nguyen Quang Tuan; Member of the City Party Committee, Deputy Head of the Organization Committee of the City Party Committee Huynh Cong Quang.

A Luoi 5 Commune was established on the basis of merging the entire area and population of Hong Ha and Huong Nguyen communes of the old A Luoi district. The whole commune has 19 affiliated party organizations with 384 party members.

During the past term, the Party building work in terms of politics, ideology and ethics was identified by the commune Party Committee as a key and regular task. A Luoi 5 Commune has implemented many key solutions to promote socio-economic development.

Specifically, the growth rate of production value reached 8.8%/year. It is estimated that by 2025, the total economic structure of agriculture and forestry will reach 60%; industry and construction 25%; services 15%, the average income per capita of the whole commune is estimated at 41,649 million VND/person/year. The total social investment capital estimated to be implemented during the entire term is more than 176 billion VND. The implementation of national target programs has brought positive results for economic development. In 2025, the total production value of the whole agriculture - forestry - fishery sector is estimated at more than 139 billion VND...

A Luoi 5 Commune has closely followed the medium-term public investment plan to effectively implement key projects and works, prioritizing the fields of rural transport, inter-commune and inter-village roads, irrigation, water reservoirs for production, people's lives and waste treatment. Land use planning and rural infrastructure development have been implemented step by step.

The locality has seriously implemented land use planning in conjunction with new rural construction planning and integrated socio-economic development planning. Land management, land allocation, land lease, and land use conversion are in compliance with legal regulations, meeting the requirements of attracting investment and developing production.

Mobilized and effectively integrated 3 National Target Programs for sustainable poverty reduction. The poverty rate has decreased steadily over the years, now down to 21.8%. By 2025, the entire A Luoi 5 commune will achieve an average of 14/19 new rural criteria.

In the 2025 - 2030 term, the Party Committee of A Luoi 5 commune sets out 14 main targets, 7 key tasks, 2 key programs, 7 groups of solutions and 3 breakthroughs. Accordingly, the goal of building a clean and strong Party Committee and political system is determined, continuing to improve the material and spiritual life of the people and striving to build A Luoi 5 commune to meet new rural standards. Strive for the total state budget revenue growth rate of the commune to reach 8-10%/year. The average annual growth rate of product value in the area is 10%. The average income per capita by 2030 will reach 72 million/person/year or more and strive to have basically no poor households according to multidimensional standards by 2030.

The Party Committee sets out key tasks such as arranging and perfecting the political apparatus, standardizing the staff and civil servants. Restructuring the agricultural and forestry sector towards sustainability, applying science and technology, focusing on developing economic forests, planting medicinal plants under the forest canopy, and managing and protecting to benefit from forest environmental services. Focusing on developing infrastructure, prioritizing inter-village and inter-hamlet traffic infrastructure and essential civil works serving production and people's lives. Applying science and technology to agricultural and forestry production to increase the value of crops and livestock. Training and fostering a team of cadres and civil servants to meet the standards of job positions in the new period, ready to serve the people in socio-economic development.

Speaking at the congress, Standing Committee member of the City Party Committee, Permanent Vice Chairman of the City People's Council Nguyen Quang Tuan emphasized: The Party Committee of A Luoi 5 commune needs to continue to thoroughly grasp and effectively implement the Central Committee's resolutions on continuing to innovate, build and rectify the Party and the political system, focusing on building a contingent of cadres and Party members with sufficient qualities, capacity, prestige, and equal to the task.

Promote administrative reform, shorten processes, simplify procedures, improve service quality for people and businesses. Promote democracy, publicity and transparency in State management activities, ensure people's satisfaction. Train and foster a team of cadres and civil servants to meet job standards in the new period, ready to serve the people in socio-economic development.

On this occasion, the Congress introduced the Party Executive Committee of the commune and Mr. Pi Loong Mai was appointed to hold the position of Party Secretary of A Luoi 5 commune.

Attending the Congress of delegates of Phu Ho commune were members of the Standing Committee of the City Party Committee: Phan Xuan Toan, Head of the Organization Committee of the City Party Committee; Nguyen Thi Ai Van, Chairwoman of the Vietnam Fatherland Front Committee of Hue city.

With the theme "Strengthening the building of a clean and strong Party and political system; promoting cultural traditions and the strength of national solidarity; innovating and creating socio-economic development associated with urban planning; striving to build communes that meet advanced new rural standards", the Congress comprehensively assessed the implementation of the resolution for the 2020-2025 term of the predecessor communes and towns (Phu Luong, Phu Xuan, Phu Ho); the results achieved, shortcomings, limitations, analyzing the causes and drawing lessons from the past term. At the same time, deciding on goals, targets, tasks, proposing specific solutions to build and develop Phu Ho commune quickly and sustainably in the 2025-2030 term.

Identifying economic development as the key task, in the past term, the Party Committees of the predecessor communes focused on leadership and direction to basically achieve and exceed the targets set out in the congress resolution.

The economy has maintained a reasonable growth rate, with an average growth rate of 10.49% in the 2020-2025 period. Compared to the beginning of the term, the economic scale has increased by 1.6 times, reaching 109% of the plan; it is estimated to reach 1,668 billion VND by the end of 2025. Total budget revenue is 52,949 billion VND, up 11.6%, reaching 105.3% of the plan. Total social investment capital is 1,579.2 billion VND, reaching 146.2%.

The economic structure has shifted in the right direction. The types of services in the area are increasingly diverse, expanding in scale, gradually meeting the production and consumption needs of the people. Small-scale industry and rural industries have developed in a diverse manner. Small traders have proactively innovated their business forms, diversified products, creating attraction for consumers, promoting the circulation of goods in the locality. Agriculture, forestry and fishery continue to develop in a sustainable direction, adapting to climate change. Focusing on applying mechanization and strongly shifting to the production of high-quality rice varieties on an area of 797 hectares, accounting for 40.3%; the production value per unit area reached over 90 million VND/ha. The average grain output was 24,522 tons, reaching 103% of the plan. Many products met OCOP standards. Phu Ho rice was voted a typical national agricultural and rural product.

In the 2025 - 2030 term, the Congress identified 3 key programs and 5 key tasks, emphasizing: Promoting the development of the private economy, comprehensive, circular and sustainable agriculture, improving people's income and life. Shifting the economic structure towards services - industry, construction - agriculture - forestry and fishery; encouraging the development of private enterprises, cooperatives, and collective economic forms associated with building local brands for promotion on digital platforms. Strengthening regional linkages, attracting investment, and effectively mobilizing resources for development. Focusing resources on striving to build Phu Ho commune to meet advanced new rural standards, associated with sustainable poverty reduction.

At the Congress, Standing Committee member, Head of the Hue City Party Committee's Organization Board Phan Xuan Toan praised the important achievements of Phu Ho Commune Party Committee in the past term. At the same time, he directed: The 2025-2030 term is the period when Phu Ho Commune Party Committee, government and people need to continue to innovate their thinking, be more proactive and creative to exploit and promote effectively the potential and advantages; create rapid and sustainable development steps, worthy of being one of the communes with economic development, an advanced new rural commune of Hue city.

Focus on promoting industrial and handicraft development; invest in developing diverse types of services; create favorable conditions and mobilize all resources to accelerate urbanization. At the same time, develop effective, sustainable, environmentally friendly agriculture associated with value chain linkages and build advanced new rural areas.

Building Phu Loc commune to develop quickly and sustainably

Attending the Congress of Phu Loc Commune Party Committee were Member of Standing Committee, Head of Internal Affairs Committee of the City Party Committee Dang Ngoc Tran; Deputy Head of Local Department II - Central Organizing Committee Nguyen Ngoc Dung.

Phu Loc commune was established on the basis of arranging the entire natural area and population of Phu Loc town, Loc Tri commune and the old Loc Binh commune according to the policy of arranging commune-level administrative units. In the past term, with the spirit of solidarity, efforts and implementation of many effective solutions, the Party Committee of Phu Loc commune achieved important results, completing the goals and targets set by the Congress Resolution.

The local economy in the period of 2020 - 2025 has a clear development, with an average growth rate of 8.2%/year. The total production value in 2025 is estimated to reach over 1,880 billion VND. The commune budget revenue is estimated at 15.9 billion VND, of which Phu Loc town contributes over 58%, affirming the role of the economic - administrative center of the whole commune.

The economic structure has shifted towards rapidly increasing the proportion of trade - services and industry - handicrafts, gradually reducing dependence on agriculture. Currently, the proportion of services accounts for 57.4%; industry - handicrafts accounts for 24.2%; agriculture accounts for 18.4%.

Education and training in recent years have had many positive changes, achieving many comprehensive results. The school network has been reviewed and arranged reasonably, in accordance with practical needs. The commune has completed universal preschool education for 5-year-old children; continued to maintain and improve the quality of universal primary education, universal secondary education reaching level 2. The rate of mobilizing children to go to school is high...; students completing primary school program reached 99.5%; graduating from secondary school reached 100%; the annual high school graduation rate remained at 99.2%.

In the 2025 - 2030 term, the commune Party Committee has set out 12 main targets, 3 key programs, 2 breakthroughs and 5 groups of key solutions of strategic nature, with inheritance, innovation and suitability to the practical development requirements of the locality in the coming period. Specifically, mobilizing and effectively using investment resources; strengthening site clearance and creating conditions to attract investment; improving the quality of human resources to meet development requirements; improving the capacity to organize the implementation of policies and guidelines and strengthening information and propaganda work and promoting the role of the people.

Speaking at the Congress, Standing Committee member and Head of the City Party Committee's Internal Affairs Committee Dang Ngoc Tran acknowledged and commended the results achieved by all cadres, party members, soldiers of the armed forces and people of Phu Loc commune in the past term.

Member of the Standing Committee, Head of the Internal Affairs Committee of the City Party Committee Dang Ngoc Tran emphasized that, in addition to the advantages, there are also significant challenges. With a spirit of urgency and determination, Phu Loc commune needs to quickly stabilize the organization, unify thoughts, and promote strengths. To successfully implement the goals and tasks set out in the coming term, Standing Committee member, Head of the Internal Affairs Committee of the City Party Committee Dang Ngoc Tran proposed that the Congress focus on a number of key tasks, including quickly stabilizing the organization and apparatus in the political system of the commune, building solidarity and unity in the entire Party Committee. This is the top priority and has decisive significance. In addition, it is necessary to focus on socio-economic development, improving people's lives in conjunction with social security work, gratitude, taking care of people's health, developing culture, maintaining key education...

On this occasion, the Congress introduced the 24-member Party Executive Committee of the commune. Mr. Le Van Thong was appointed to hold the position of Secretary of the Party Committee of Phu Loc commune.
