On September 9, Prime Minister Pham Minh Chinh signed an official dispatch to ministries, chairmen of provincial and municipal People's Committees, the Vietnam Food Association and the Vietnam Rice Industry Association on strengthening the implementation of tasks and solutions to promote production, export and stabilize the rice market.
According to the telegram, in 2025, the world situation will continue to fluctuate in a complex and unpredictable manner, negatively affecting the recovery and growth of the global economy , directly affecting the production and export of food and foodstuffs, including rice.
With proactive and timely direction and management solutions from the Government, Prime Minister, ministries, branches and localities, Vietnam's rice production and export situation in the first months of 2025 has achieved many positive results, making important contributions to the growth of the agricultural sector and the economy.
At the same time, fully meet consumer needs, ensure national food security and farmers' interests.
Diversifying rice export markets
In order to promote production, export and stabilize the rice market, while taking advantage of market opportunities and contributing to economic growth in the last months of 2025, the Prime Minister requested the Minister of Industry and Trade to preside over and coordinate with relevant ministries, branches and localities to diversify rice export markets in a stable, sustainable and effective manner.
Flexibly organize and implement trade promotion activities to maintain and continue to strengthen traditional rice export markets and develop new, potential markets, FTA markets. Exploit niche markets with fragrant rice, high-quality rice such as EU, Korea, USA, North America, etc.
Strengthen market research, assessment, forecasting of import demand and the ability to promote rice trade in import markets.
Continue to urge the Vietnam Food Association and rice export traders to strictly implement the Government's regulations on rice export business to ensure balance between export and domestic consumption, reserve circulation according to regulations, contributing to stabilizing rice prices in the domestic market.
The Prime Minister requested the Minister of Agriculture and Environment to preside over and coordinate with relevant ministries, agencies and localities to continue perfecting policies and institutions to build specialized rice growing areas, creating favorable conditions for farmers and businesses to promote research and development of high-yield, high-quality rice varieties that meet market requirements.
Effectively use the brand and trademark of Vietnam Rice/VietNam rice and build standards on production, processing, and product quality suitable for international integration in the current situation to maintain sustainable production.
At the same time, direct and guide businesses to organize the purchase of rice for temporary storage, seek and expand new markets to stabilize rice prices and support farmers.

Promoting credit provision for rice businesses
The Prime Minister assigned the Minister of Finance to continue to strengthen the implementation of support solutions and create maximum convenience for rice export traders in carrying out customs procedures.
In addition, quickly implement value-added tax refunds to facilitate rice export traders and consider the association's recommendations related to VAT.
Carry out the purchase of rice reserves, creating conditions for farmers to rotate production and have financial resources to prepare for the next crop.
The Governor of the State Bank of Vietnam directed commercial banks to step up credit provision for rice production, processing, purchasing and exporting enterprises, especially during periods of market fluctuations to help producers and enterprises seize opportunities and limit risks in accordance with legal regulations.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to organize the implementation of rice production planning, direct the supply of materials, seed structure, implement cultivation techniques, and improve rice quality to meet domestic market demand and for export.
Directly monitor closely the activities of rice export traders, closely coordinate with ministries, branches, Vietnam Food Association and rice export traders to proactively remove difficulties and obstacles in rice export.
