Prime Minister: Restructuring universities, merging and dissolving substandard facilities

On the morning of September 16, the Politburo and Secretariat held a national conference (both in-person and online) to disseminate and implement four important resolutions of the Politburo.

General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and many leaders and former leaders of the Party and State attended.

At the conference, Prime Minister Pham Minh Chinh presented the first topic on the core content of Resolution 71 of the Politburo on breakthroughs in education and training development and the action program to implement the resolution.

Prime Minister: Practice is faster, requirements are higher but management is backward

The Prime Minister outlined the current situation of education and training in the coming time and the necessity of issuing a resolution.

It clearly states many achievements such as access to education and the quality of general education are increasingly improved, ranked high in the region and groups of countries with the same income level, especially winning high prizes in international competitions.

University education has made remarkable changes in training quality, scientific research and international integration.

However, there are still some shortcomings and limitations such as investment in education and training has not met the requirements of innovation and development, the increase in state budget expenditure for education and training for many years has been lower than the country's GDP growth rate...

There is a large gap between university education and vocational education compared to developed countries; the qualifications and skills of the workforce are still low, and the scientific and technological human resources are very thin...

Low labor productivity growth is partly due to the cause and responsibility of the education and training sector.

According to the Prime Minister, the shortcomings and limitations are due to a number of reasons. Among them, the institutions and policies on education and training are slow to innovate and are not yet consistent... The state budget for education and training has not met the requirements, while social resources are still limited. State management of education and training is not really effective, suitable to reality, and not yet smooth. Practice is faster, requirements are higher, but management is backward.

Another reason, according to the Prime Minister, is that the mentality of valuing titles and positions in society is still strong, and the policy of using officials still values degrees more than ability... affecting educational activities inside and outside of schools.

The Prime Minister reviewed the reasons for the necessity of issuing Resolution 71 and the key contents of Resolution 71.

In particular, the guiding viewpoint clearly states the deep, complete awareness and consistent implementation of the viewpoint that education and training is the top national policy, comprehensive education of "Virtue - Intelligence - Body - Beauty", is the most important factor deciding the future of the nation...

Bringing artificial intelligence into primary school, right from grade 1 with the spirit of 'learning while playing'

According to the Prime Minister, the resolution clearly states 8 groups of tasks and solutions. It focuses on building a team of teachers, standard school facilities, and improving the quality of preschool and general education.

Strengthening foreign language teaching and learning, gradually making English the second language in schools.

"We must train global citizens who not only know Vietnamese but also some common languages such as English and some other languages," said the Prime Minister.

According to the Prime Minister, artificial intelligence must be introduced into general education. We are researching and directing the introduction of artificial intelligence into primary schools, right from grade 1, with the spirit of "learning while playing".

"Technology also contributes to entertainment. We must exploit entertainment but increase educational content," the Prime Minister added.

Regarding the Government's action program, the Prime Minister stated that it includes 8 groups of major tasks and solutions, concretized into 36 goals and 151 tasks.

Specifically assigning tasks to each ministry, branch, and locality with the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results".

Regarding a number of tasks that need to be implemented in 2025, the Prime Minister clearly stated that one is to promote the work of perfecting institutions and policies.

Urgently review and evaluate the implementation of the general education program to make appropriate adjustments.

Develop a roadmap and immediately implement policies on salary and allowance regimes for teachers, managers and employees in the education sector.

Along with that, review, arrange and restructure higher education and vocational education institutions. Merge and dissolve substandard training institutions, gradually reducing the number of focal points and increasing the scale.

The Prime Minister said that recently the number of sources has increased but the scale has decreased, leading to quality being affected.

Another task, the Prime Minister pointed out, is to resolutely implement the Politburo's policy on investing in building primary and secondary boarding schools in 248 land border communes.

Pilot investment to complete construction or renovation of 100 schools by 2025.
