The Prime Minister requested the implementation of Decrees on decentralization and delegation of power to ensure efficiency and no interruptions.

The telegram sent to Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally-run cities, stated: In order to prepare for the operation of the two-level local government organization model from July 1, 2025 in accordance with the policies and requirements of the Politburo, the Secretariat and the direction of the General Secretary, over the past time, ministries and ministerial-level agencies have made efforts and urgently developed 28 decrees on decentralization, delegation of power, and assignment of authority according to the sectors and fields assigned to their ministries and sectors to submit to the Government for promulgation.

Based on the contents of 28 decrees, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to carefully study the provisions of the decrees to fully and properly implement them, ensuring effectiveness, without interruption or discontinuity; summarize difficulties and problems (if any) and send them to the Ministers and Heads of ministerial-level agencies for comments at the National Training Conference on professional development on organizing the apparatus of operating two-level local governments, decentralization, delegation of power and determination of authority on June 14 and 15, 2025.

Ministers and heads of ministerial-level agencies shall closely monitor the implementation of the decrees, complete and promulgate circulars guiding the decrees (if any) before June 30, 2025, establish hotlines and notify localities to respond to difficulties and problems (if any); directly answer common difficulties and problems of localities at the National Conference on June 14 and 15, 2025, and answer other difficulties and problems in writing or via hotlines, and at the same time issue written instructions for localities to effectively operate the two-level local government organization model.
