Agree on the plan to arrange commune-level administrative units in Quang Ninh province

On April 15, 2025, the Quang Ninh Provincial Party Committee issued Conclusion No. 1207-KL/TU on the Plan to arrange commune-level administrative units in Quang Ninh province.

The conclusion stated: On April 14, 2025, the 68th Conference of the Executive Committee of the Quang Ninh Provincial Party Committee, term XV, 2020-2025, discussed and gave opinions on the Plan to arrange commune-level administrative units in Quang Ninh province. Accordingly, the basic agreement on the Plan to arrange commune-level administrative units in Quang Ninh province is 51 units, including: 27 wards, 21 communes and 03 special zones (Van Don, Co To, Mong Cai).

In case the Central Government approves 02 special zones (Van Don, Co To), the commune-level administrative units of the whole province will be arranged into 54 units, including: 30 wards, 22 communes and 02 special zones.

In Conclusion No. 1207 - KL/TU, the Quang Ninh Provincial Party Committee assigned the Provincial Party Committee Standing Committee to direct the Provincial People's Committee to continue to complete the Project on not organizing the district level and rearranging and reorganizing the commune-level administrative units of Quang Ninh province to ensure quality and progress, and submit it to competent authorities for approval according to regulations. The process of completing the Project must pay attention to factors related to natural conditions, traffic infrastructure, distribution and organization of economic development spaces to maximize the potential and development advantages of each locality, support each other to promote the common socio -economic development of the commune-level administrative units after the rearrangement; review and adjust the administrative boundaries of a number of units to overcome the shortcomings and inadequacies left by history in the state management of administrative boundaries and planning.

Assign the Standing Committees of the district, town and city Party Committees to focus on leading, directing and urgently completing the Project of not organizing the district level, arranging and reorganizing the commune-level administrative units according to the instructions of the competent authority to ensure the correct roadmap and progress, including: Proactively researching and proposing the name and location of the headquarters of the new commune-level administrative unit, ensuring a favorable geographical location, synchronous socio-economic infrastructure, especially the connecting traffic system to serve the people in a timely and best manner. The proposed name of the new commune-level administrative unit after the arrangement must be concise, easy to read, easy to remember, ensuring systematicity, science, consistent with the historical, traditional and cultural factors of the locality, current legal regulations, and agreed upon and supported by the local people; it is possible to consider naming in the direction of choosing the name of the district-level administrative unit to name the commune-level administrative unit in the central area; the name of a place with tradition and history; famous place, branded in tourism, culture, trade, foreign affairs; in case of merging many units, the name of one unit can be used as the political - administrative center; Organize to collect voters' opinions to ensure publicity, transparency, and on schedule as required in Official Dispatch No. 2629-CV/TU dated April 4, 2025 of the Provincial Party Standing Committee and create high consensus and unity in the community; Direct the immediate implementation of preparations for the commune-level party congress, ensuring that the congress can be held immediately after the 2-level local government model officially comes into operation from July 1, 2025.
