On Tuesday, November 21, 2023, the National Assembly entered the 17th working day of the 6th Session of the 15th National Assembly at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

The National Assembly held a plenary session at the Hall under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, listening to:
(1) Minister of Public Security To Lam , authorized by the Prime Minister, presented the Report on crime prevention and law violation prevention in 2023;
(2) Chief Justice of the Supreme People's Procuracy Le Minh Tri presented the 2023 Work Report of the Chief Justice of the Supreme People's Procuracy;
(3) Chief Justice of the Supreme People's Court Nguyen Hoa Binh presented the 2023 People's Court Work Report;
(4) Minister of Justice Le Thanh Long, authorized by the Prime Minister, presented the Report on the execution of judgments in 2023;
(5) Chairwoman of the National Assembly's Committee on Judiciary Le Thi Nga presented the Report on the examination of reports on the work of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control, law violations, and enforcement of judgments in 2023;
(6) Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented the Report on anti-corruption work in 2023;
(7) Chairwoman of the National Assembly's Committee on Judiciary Le Thi Nga presented the Report on the review of the Report on anti-corruption work in 2023.
The National Assembly then spent the entire working day discussing work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control; enforcement of judgments; and corruption prevention and control in 2023.
At the discussion session, 19 delegates spoke, in which the delegates' opinions were basically consistent with the content of the reports; in addition, the delegates focused on discussing the following contents:
1. On crime prevention and control and law violations: Situation of law violations and crimes in 2023 (developments, nature and new characteristics of crimes and law violations compared to 2022, emerging crime and law violations that public opinion and voters are interested in and their causes); results of crime prevention and control and law violations; forecast of crime and law violations in the coming time; shortcomings and limitations in state management in areas of socio-economic life that are the causes of crimes and law violations; solutions to overcome them; law enforcement in handling crimes and law violations in the areas of: Traffic order and safety, fire and explosion; Prevent and combat corruption, bribery, economic crimes, murder, human trafficking, child abuse, child kidnapping, drug crimes, terrorism, and cyber crimes.
Delegates proposed that the Government direct ministries and branches to review and clarify shortcomings in State management work to find solutions to limit the occurrence of violations and crimes in a number of emerging areas in 2023; direct and improve the effectiveness of crime investigation and handling; strengthen propaganda, dissemination and education of the law; increase the rate of handling crime reports and denunciations; focus on effectively implementing prevention and proactively stopping criminal acts; promptly review, amend and supplement legal provisions serving the work of preventing, combating and handling crimes in a scientific manner, close to practical requirements, creating more favorable conditions for specialized forces of law enforcement agencies to focus on attacking and handling them effectively...
2. Regarding the report of the Chief Justice of the Supreme People's Procuracy: The exercise of the right to prosecute, supervise investigation, supervise the trial of criminal cases; the quality of the prosecutor's arguments at court; the supervision of the settlement of civil and administrative cases; the supervision of the execution of judgments; the settlement of petitions for review and retrial; the results achieved, limitations, causes and solutions.
Some delegates suggested that relevant agencies should pay attention to the issue of staffing, funding, and equipment for judicial agencies in general and the procuracy in particular to match the assigned tasks...
3. Regarding the report of the Chief Justice of the Supreme People's Court: The work of resolving and adjudicating criminal, administrative, civil cases; the work of reviewing and re-trial; the work of resolving requests for application of administrative measures by people's courts at all levels; the results achieved, limitations, causes and solutions.
Some delegates suggested that the court system should provide unified guidance on the basis and criteria for selecting and determining criminal cases that can be brought to mobile trials for uniform application; suggested that the Supreme People's Court promptly allocate funds to deploy information technology application activities according to the functions and tasks of the court, especially in the conditions of conducting online trials; invest funds to upgrade and repair the working headquarters of district-level people's courts, especially in difficult localities in mountainous areas...
4. Regarding the enforcement of judgments: Civil enforcement (directing and organizing the enforcement of key cases, economic and corruption cases; solutions to handle civil cases that have been pending for many years and have not been enforced); criminal enforcement (detention management, the status of prisoners violating the law at death penalty detention facilities; detention and execution of death penalty); enforcement of civil judgments and administrative judgments (the number of administrative judgments and decisions that have come into effect but have not been fully enforced is still large. It is recommended that it is necessary to urgently review, amend and supplement legal provisions that are still problematic and inadequate; at the same time, take stronger measures, consider the responsibilities of enforcement agencies, strictly implement legal provisions on handling cases of non-compliance with administrative and civil judgments and the responsibilities of the heads of direct management agencies to strengthen discipline, administrative discipline, improve the capacity and effectiveness of administrative and civil judgment enforcement).
5. Regarding corruption prevention and control: Current corruption situation; advantages, shortcomings, limitations and causes in implementing corruption prevention measures according to the provisions of law; detection, handling of corruption, recovery of corrupt assets (achieved results; responsibilities of ministries, branches, localities, agencies, organizations and units; limitations, difficulties, inadequacies, causes and solutions); feasibility and effectiveness of solutions to overcome limitations and inadequacies in corruption prevention and control in the coming time.
Delegates suggested promoting the role of heads of agencies, organizations, units and localities in corruption prevention and control; having mechanisms and sanctions to ensure that supervision and social criticism by the Vietnam Fatherland Front and socio-political organizations are effective in practice; continuing to improve and enhance the capacity and effectiveness of functional agencies in corruption prevention and control; continuing to build and improve a reasonable salary regime, improving the living standards of workers.
At the end of the discussion session, Minister of Public Security To Lam; Chief Justice of the Supreme People's Procuracy Le Minh Tri; Chief Justice of the Supreme People's Court Nguyen Hoa Binh; and Government Inspector General Doan Hong Phong spoke to explain and clarify a number of issues raised by National Assembly deputies.
Wednesday, November 22, 2023: In the morning, the National Assembly worked in the hall, listening to: Report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2023; Report and Inspection Report on the work of receiving citizens, handling complaints and denunciations of citizens in 2023.
Afterwards, the National Assembly discussed in the hall the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2023.
In the afternoon, the National Assembly voted to approve the adjustment of the Program of the 6th Session of the 15th National Assembly; discussed in the hall the draft Law on Organization of People's Courts (amended).
