Nearly 21 million people participate in social insurance
According to the Ministry of Home Affairs , nearly 21 million people participated in social insurance this quarter, up 13.4% over the same period last year. Notably, nearly 2.6 million people participated in voluntary social insurance, up nearly 59% over the same period in 2024.

Regarding the settlement of social insurance regimes - the Ministry of Home Affairs said that there are 3.32 million people receiving monthly pensions and social insurance benefits. This figure is approximately the same as the previous quarter.
According to the Ministry of the Interior, the number of people applying for unemployment benefits in the second quarter exceeded 284,000, an increase of over 139,000 compared to the first quarter. However, this figure is still about 51,000 lower than the same period last year.
It is known that of the 284,000 people who applied for unemployment benefits in the second quarter, more than 258,300 people decided to receive unemployment benefits.
Unemployment rate increases
According to the Ministry of Home Affairs, in the second quarter, more than 53 million people nationwide joined the labor force, an increase of nearly 170,000 people compared to the previous quarter, of which about 52 million people had jobs, mainly in the service sector (accounting for nearly 41%), followed by industry - construction and agriculture - forestry - fishery.
However, the number of unemployed people increased to 1.06 million, 25,300 more than the previous quarter and about 13,300 more than the same period in 2024.
Notably, the youth unemployment rate also increased by 0.26%. A sign that many young people are still struggling to find work amid economic turmoil.
Data in the second quarter also recorded a clear shift in employment structure between industries. Many industries saw a sharp decrease in the number of workers, such as the processing and manufacturing industry (down more than 109,000 people), accommodation and food services (down 33,600 people), and arts - entertainment - recreation (down 18,600 people).
On the contrary, some industries have a positive recovery trend such as construction (increased by over 131,000 jobs), transportation - warehousing (increased by over 110,000) and finance - banking - insurance (increased by 40,500 jobs)...
The Ministry of Home Affairs forecasts that in the third quarter, the country will have about 53.2 million jobs, an increase of about 100,000 people.
Industries expected to see increased employment include electronics - computer - optical products manufacturing, transportation and processing - manufacturing industries.
However, some industries are still at risk of reduced demand, such as mining, water treatment and supply, and machinery and equipment repair and maintenance.
