Speaking at the Congress, Prof. Nguyen Van De, Chairman of the Vietnam Private Hospital Association, said that as an organization representing the private medical community nationwide, the Association has persistently carried out its mission of bridging medical facilities with state management agencies.

The Association has also actively participated in building and reviewing legal policies; promoting a favorable investment environment and harmonious development between public and private health. During the past term, the private health system has developed remarkably.
According to statistics from the Ministry of Health , as of June 2025, the country has 399 private hospitals, accounting for about 24% of the total number of hospitals nationwide.
The number of private medical facilities participating in health insurance examination and treatment has also increased rapidly, from 14.5% in 2010 to more than 1,100 facilities in 2024.
Private healthcare is helping to reduce the burden on public healthcare and expand people's access to high-quality services.
Many members of the Association have become prestigious medical brands in Vietnam such as Vinmec, Tam Anh, Hop Luc, Medlatec, Hai Phong International, Saigon ITO, Hung Vuong... Many units have invested in building new hospitals, upgrading clinics, expanding scale and developing more specialized departments.
The Association also plays a role in creating a wide network of professional cooperation among members, promoting connections, improving service quality, and taking patients as the center.
During the 2025-2030 term, the Association sets out two major orientations: encouraging members to expand investment, develop new hospitals, upgrade facilities; at the same time, promote the application of science and technology and deploy advanced medical examination and treatment methods.
On the side of the Ministry of Health, Minister Dao Hong Lan said that in recent years, the Ministry has been synchronously implementing many strategic solutions to remove barriers and promote private healthcare to develop openly, transparently, professionally and sustainably.
Specifically, the Ministry has proactively reviewed, revised and submitted to the National Assembly for approval many important legal documents such as the Law on Medical Examination and Treatment (amended) effective from January 1, 2023; the amended Law on Pharmacy and the amended Law on Health Insurance effective from July 1, 2024; along with a series of decrees and guiding circulars, contributing to removing obstacles and promoting the development of the health sector.
The Ministry identified administrative procedure reform as a breakthrough to improve the investment environment. In the 2021-2024 period, the health sector cut 785 business conditions, accounting for more than 25% of the total number of procedures cut by all ministries and sectors, leading the country.
Nearly 90% of administrative procedures in the field of medical examination and treatment have been decentralized to localities; 75% in the field of food safety, and 50% in the field of pharmaceuticals.
The remaining procedures are mainly related to specialized expertise and require national-level experts to assess. Along with decentralization, the Ministry promotes the application of information technology, deploys online application submission, ensures publicity, transparency, prevents negativity and creates maximum convenience for people and businesses.

Minister Dao Hong Lan said that it is necessary to have special preferential policies on tax, land, and credit for healthcare enterprises; at the same time, perfect regulations on public-private partnership (PPP) in healthcare, remove existing barriers to encourage private healthcare to invest in high-quality services, scientific research, production of drugs, vaccines, medical equipment, testing, inspection, healthcare for the elderly, children, people with disabilities, and disadvantaged areas; at the same time, promote the formation of large-scale, specialized hospitals at national and international levels.
The leaders of the Ministry of Health are committed to accompanying the private healthcare sector, listening to and promptly resolving difficulties, creating favorable conditions for the private healthcare system to develop in line with the direction of the Party, the National Assembly and the Government; at the same time, they hope to continue receiving feedback and recommendations from the Association to perfect policies and management models suitable to reality.
“Localities and relevant ministries and sectors need to consider private healthcare as an indispensable part of local healthcare development planning; create favorable conditions regarding land and administrative procedures; promote dialogue and encourage public-private partnership in public healthcare,” Minister Dao Hong Lan emphasized.
The head of the health sector also requested the Association and its members to continue focusing on improving the quality of medical services, building a reputable brand, taking patients as the center; at the same time promoting digital transformation, applying artificial intelligence and big data in management and medical examination and treatment.
Strengthening coordination with public health, participating in community programs, satellite hospitals, medical tourism; training high-quality human resources, focusing on medical ethics and hospital culture.
At the same time, promote international cooperation, attract investment, transfer technology and master modern medical techniques; innovate the Association's organization, promote the role of policy criticism, support members to develop in the right direction and according to the law.
At the Congress, authorized by the Prime Minister, Deputy Prime Minister Mai Van Chinh awarded the Prime Minister's Certificate of Merit to the Vietnam Private Hospital Association and to Mr. Nguyen Van De, Chairman of the Association.
Minister Dao Hong Lan awarded the "For People's Health" Medal to 23 individuals of the Association.
On behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Vice President Hoang Cong Thuy presented the Congress with a banner bearing the inscription: "Pioneering the socialization of healthcare - Contributing to people's health, spreading the spirit of great national unity".
At the same time, Mr. Thuy received 10 solidarity houses supported by the Association for the Poor and 1 billion VND to support people affected by floods in Dien Bien province.
