Dear Conference Chairs and delegates!
With the permission of the Conference Chairman, I would like to present a paper on the content of "The fight against corruption, waste and negativity".
Since the beginning of the term, the political security and social order and safety situation in the province has been stable; the Standing Committee of the Provincial Party Committee and the Provincial People's Committee have had many policies and measures to direct and organize the implementation of achieving and exceeding a number of socio-economic development targets according to the Resolution of the 14th Provincial Party Congress; ensuring economic security, performing local military and defense tasks; preventing and combating corruption, negativity, preventing and combating ideological, moral and lifestyle degradation in a synchronous manner; inspection, examination and supervision work has been strengthened; citizen reception, handling of complaints and denunciations have received attention; the work of detecting, investigating, prosecuting and adjudicating has been strictly ensured, in accordance with legal regulations, most notably since the establishment of the Provincial Steering Committee for Anti-Corruption and Disruption has led and directed the timely, focused and unified handling of corruption and negativity cases, creating consensus and trust of the people in the leadership of the Party; The work of building the Party, the political system, perfecting and supplementing the staff, especially the management leaders and Party committee members at all levels, has been closely and promptly implemented, associated with rotation and training; the fighting strength of the Party organization has been enhanced.
In addition to the advantages, there are still difficulties and challenges: the impact of the Covid-19 pandemic, the prolonged economic recession combined with complicated droughts, storms and floods have affected the speed of socio-economic development, making people's lives difficult; especially the recovery and development of enterprises is slow; self-inspection to detect corruption and negativity within agencies and units is still a weak link; security and order still have potential complications; the situation of crime and law violations is still complicated; Hostile forces take advantage of the Internet to incite opposition activities, negatively impacting social order and safety in the province, notably: taking advantage of issues of "freedom, democracy, human rights", complaints in compensation when the State reclaims land to implement socio-economic development projects, disputes among the people, small conflicts between Kinh and Cham people, environmental pollution, shortcomings of functional agencies, local authorities, through social networking sites to propagate, distort and defame the Party and the State;... affecting the security and order situation, negatively affecting the investment environment, socio-economic development of the province.
Dear delegates!
In order to effectively implement the law on anti-corruption, anti-waste, and anti-corruption; new regulations and viewpoints on anti-corruption, anti-corruption, and anti-corruption; the conclusions of the Central Steering Committee on anti-corruption and anti-corruption; and the ideology on anti-corruption of the late General Secretary Nguyen Phu Trong; during the past term, the Provincial Party Committee's Internal Affairs Committee has proactively coordinated with Party committees at all levels, promptly advised the Provincial Party Committee's Standing Committee to lead and direct the full and effective implementation of internal affairs work and the prevention and fight against corruption, waste, negativity, and judicial reform; at today's Conference, I would like to deeply evaluate and clarify some core contents, and at the same time propose some tasks that need to be focused on leading and directing in the coming time, namely:
- Identifying prevention as the core solution to fight against corruption, waste and negativity, the Provincial Party Committee's Internal Affairs Committee has advised the Provincial Party Committee's Standing Committee, the Provincial Steering Committee for Anti-Corruption and Wastefulness, and the Standing Committee to strengthen, propagate and disseminate laws on anti-corruption, especially the Party's new regulations and viewpoints on anti-corruption to raise awareness for cadres, party members, civil servants and public employees: the whole province has organized 528 classes for more than 30,780 cadres, party members, civil servants and employees, especially 02 direct and online conferences have been organized from the province to the commune level to thoroughly educate more than 4,500 cadres, party members and public employees on the ideology of the late General Secretary Nguyen Phu Trong on anti-corruption and negativity and the work "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by the late General Secretary Nguyen Phu Trong associated with Implement the Politburo's regulations on controlling power, preventing and combating corruption and negativity in the work of: cadres (Regulation No. 114-QD/TW, dated July 11, 2023); inspection, supervision, enforcement of party discipline and in inspection and auditing activities (Regulation 131-QD/TW, dated October 27, 2023); investigation, prosecution, trial and execution of judgments (Regulation 132-QD/TW, dated October 27, 2023); law-making work (Regulation 178-QD/TW dated June 27, 2024); in the management and use of public finance and assets (Regulation 189-QD/TW) and the plan to implement Regulation 183-QD/TW on protecting agencies, organizations and people performing public duties in investigation, prosecution, trial and execution of judgments. The Provincial Party Committee's Internal Affairs Committee has proactively coordinated with Party committees at all levels to organize 18 training courses and propaganda on anti-corruption and negativity for 1,617 cadres, party members, and civil servants of agencies, units, and localities.
- Advise the Standing Committee of the Provincial Party Committee to strengthen discipline, administrative discipline, strictly control public service activities to eliminate conditions and opportunities for corruption, waste and negativity in all fields, especially "petty corruption": Regularly direct the review, update and promulgate documents specifying the new viewpoints, policies and laws of the Party and State on anti-corruption work; focus on inspection and supervision work at local Party committees to promptly lead and direct the correction, overcoming and handling of existing shortcomings, focusing on checking the implementation of groups to prevent corruption and negativity, propaganda work, integrity education; focus on directing administrative reform, digital transformation, transparency in the operations of agencies and units, innovation in management technology; implement amendments and supplements to mechanisms and policies within the scope of management according to authority; promptly overcome loopholes that cause trouble and harassment for people and businesses; Review administrative procedures in the direction of streamlining, eliminating unnecessary, cumbersome, difficult-to-implement procedures, shortening processing time, thereby, the competitiveness index (CPI) in 2023 of Ninh Thuan province reached 69.10 points, an increase of 3.67 points and an increase of 19 ranks compared to 2022, an increase of 38 ranks compared to 2021, ranking 11th/63 provinces and cities and ranking 2nd/14 provinces and cities in the Central Coast; The province's PAPI index in 2022 reached 46,0002 points (3,7625 points higher than the national average), in the highest provincial group, ranked 4/63 provinces and cities. In the 08 content axes of the province's PAPI Index in 2022, there are 07 content axes in the highest provincial group ((1) People's participation at the grassroots level; (2) Publicity and transparency in decision-making; (3) Control of corruption in the public sector; (4) Public administrative procedures; (5) Public service provision; (6) Environmental governance; (7) E-governance) and 01 content axis in the high-average provincial group (accountability to the people).
In particular, immediately after the policy of establishing the Provincial Steering Committee for Anti-Corruption and Negative Activities was issued; the Provincial Party Committee's Internal Affairs Committee proactively and promptly advised the Provincial Party Committee's Standing Committee to establish the Provincial Steering Committee for Anti-Corruption and Negative Activities; up to now, the activities of the Provincial Steering Committee for Anti-Corruption and Negative Activities have been put into order and effective: promptly promulgating, amending, supplementing and perfecting regulations, rules, working procedures and issuing annual work plans to lead and direct Party committees and authorities in the work of preventing and combating corruption and negative activities; focusing on reviewing, leading and directing the acceleration of handling and resolving 15 corruption and negative activities cases and incidents under the supervision and direction of the Central and Provincial Steering Committee for Anti-Corruption and Negative Activities, stabilizing politics, social order and safety, contributing to the socio-economic development of the province.
- The Provincial Party Committee's Internal Affairs Committee has proactively proposed to include in the annual work program of the Executive Committee and the Provincial Party Committee's Standing Committee the inspection and supervision of anti-corruption work in all fields, especially those prone to corruption and negativity, focusing on: Establishing inspection teams and conducting inspections and reviews of socio-economic inspections, implementing recommendations of the State Audit, conclusions of the Government Inspectorate, ministries, branches and localities annually; through inspections, it has advised the Provincial Standing Committee to promptly and effectively overcome shortcomings, limitations and violations according to the inspection, examination and audit conclusions of the Central Committees, Ministries and branches; Organize inspection of the leadership, direction, and organization of the work of detecting, transferring, receiving, and handling denunciations and reports of crimes, recommending the prosecution of cases with signs of crimes related to corruption, economics, and negativity, and the work of appraisal and valuation of assets in resolving corruption, economics, and negativity cases and incidents; supervise the leadership, direction, and organization of the implementation of Party regulations and State laws in preventing, detecting, and handling cadres, civil servants, public employees, workers, and leaders when corruption and negativity occur; supervise the leadership and direction of the implementation of legal regulations on bidding and auctioning of assets in the fields of: procurement of public assets and auctioning of State assets in the province;;...
- Regularly grasp the situation, proactively coordinate with the agencies conducting the proceedings to advise and propose to the Standing Committee of the Provincial Party Committee, the Provincial Steering Committee for Anti-Corruption and Discipline, and the Standing Committee of the Provincial Party Committee to promptly provide policies and guidelines for handling 15 cases and negative corruption cases under the monitoring and direction of the Provincial Steering Committee for Anti-Corruption and Discipline; 09 cases and incidents under the monitoring and direction of the Standing Committee of the Provincial Party Committee.
Dear Conference!
To complete the task of preventing and combating corruption, waste and negativity in the coming time according to the requirements of the Central Government and in the new situation and in accordance with the practical situation of the locality; I propose to include in the Documents of the Provincial Party Congress for the next term a number of key contents for the Executive Committee to lead and direct, namely:
Firstly, Continue to seriously and effectively implement the Central Directives, Resolutions, and guiding documents on anti-corruption, anti-corruption, and anti-corruption, especially the new regulations and viewpoints of the Secretariat and the Politburo on controlling power, preventing and combating corruption and negativity in personnel work (Regulation No. 114-QD/TW, dated July 11, 2023), in inspection, supervision, and enforcement of party discipline and in inspection and auditing activities (Regulation No. 131-QD/TW, dated October 27, 2023), in investigation, prosecution, trial, and execution of judgments (Regulation No. 132-QD/TW, dated October 27, 2023); in the work of law-making (Regulation 178-QD/TW dated June 27, 2024), ... implementing the practice of integrity, no corruption, waste, negativity according to the motto of General Secretary To Lam "becoming a "voluntary" and "self-conscious" act, "like daily food, water, and clothes"; encouraging cadres, party members, and people to increase the practice of thrift, creating the habit of valuing working time, money, state assets, and people's efforts; continuing to create strong changes in the work of preventing and combating corruption, waste, and negativity at the local and grassroots levels according to the motto that preventing and combating corruption, waste, and negativity must come from the grassroots level, from the Party cell.
Second, Continue to promote studying and following the moral example of Ho Chi Minh in conjunction with educating integrity, respect for honor, and non-corruption and negativity among cadres and party members; organize extensive political and ideological activities on the ideology of the late General Secretary Nguyen Phu Trong on anti-corruption and the work "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong"; Resolution No. 27-NQ/TW of the Central Executive Committee on continuing to build and perfect the socialist rule-of-law State in the new period, Resolution No. 28-NQ/TW of the Central Executive Committee on continuing to innovate the Party's leadership and governance methods over the political system in the new period; Directive No. 26-CT/TW of the Politburo on strengthening the Party's leadership over law enforcement agencies in the investigation and handling of cases and incidents;...
Third, Improve the effectiveness and efficiency of State management in all fields; strengthen inspection, supervision, investigation, and settlement of complaints and denunciations, focusing on areas prone to corruption and negativity, prominent and pressing issues of public concern; create favorable conditions for people to directly participate in preventing and combating corruption, reporting and denouncing corruption and negativity, and giving opinions to Party committees on personnel work; enhance the role and responsibility of cadres and party members, especially heads of Party committees and authorities at all levels, who must enhance accountability, strictly implement the Party and State's regulations on citizen reception, dialogue with citizens, receive and promptly direct the settlement of issues and contents that people complain, denounce, reflect, and recommend, especially issues and contents related to the ethics and lifestyle of cadres and party members. Continue to promote administrative procedure reform, information technology application, digital transformation, Project 06 applies science and technology in management and operation of state agencies and in handling records for people and businesses to best serve the people.
Fourth, Focus on directing the effective implementation of self-inspection, internal inspection, and strict control of public services to promptly detect and strictly handle acts of corruption, negativity, and harassment. In particular, lead, rectify, and overcome the situation of shirking, avoiding, working half-heartedly, and being afraid of making mistakes among a number of cadres and party members, especially leaders and managers at all levels. Improve the quality and effectiveness of handling crime reports and denunciations, inspection and examination work in sensitive areas that are prone to corruption and negativity such as finance, land use management, minerals, asset procurement bidding, management and use of public assets, public-private partnership, socialization, and settlement of social policies to promptly detect, monitor, and direct the proper handling of violations in accordance with Party regulations and laws.
Fifth, Focus on leading and directing the acceleration of investigation and handling of corruption, waste and negativity cases and incidents in localities, especially cases and incidents under the supervision and direction of the Provincial Steering Committee for Anti-Corruption and Discrimination and assigned by the Central Steering Committee. Direct competent agencies to continue to effectively implement the coordination mechanism in detecting and handling corruption and negativity through inspection, investigation, prosecution, trial and execution of judgments according to the Conclusion of the General Secretary, Head of the Central Steering Committee at the Steering Committee meetings and meetings of the Standing Committee of the Central Steering Committee on Anti-Corruption, Waste and Discrimination.
Sixth, further promote the role and responsibility of the People's Council, the Vietnam Fatherland Front, socio-political organizations from the provincial to communal levels, the press and the people in the fight against corruption. Continue to direct and strengthen the responsibility of competent authorities in directing and organizing the implementation of appraisal and asset valuation for cases and incidents occurring locally; direct the effective implementation of the recovery of State assets lost or misappropriated in corruption and negative cases.
Seventh, well implement, regularly and systematically review and summarize the implementation of the task of fighting against corruption and negativity; draw valuable lessons to continue to apply effectively in the new situation. Through summarizing practices, competent agencies can draw valuable experiences and good models, creating a solid scientific and practical basis for building, forming, supplementing and perfecting the Party's policies and guidelines on the fight against corruption and negativity./.
