The Party Committee and the Provincial Military Command have been highly united and unified in leadership and direction, proactively doing a good job of advising the Provincial Party Committee, People's Council, and Provincial People's Committee to issue leadership and direction documents on local defense and military work to ensure quality; combining economic and social development with defense and security in the area, creating favorable conditions for Quang Ninh province to have high economic growth compared to the national average. Organizing training on defense and security knowledge for subjects and defense and security education for students, exceeding the targets set out in the Resolution. Closely coordinating the management of defense land and defense works; handling bombs, mines, and explosives to ensure safety to serve the task of local economic and social development.

Advise and guide, direct the building of a strong and widespread militia and self-defense force, a large and increasingly high-quality reserve force. Industrial mobilization and technical equipment are implemented regularly and closely. Every year, the selection and calling of citizens to join the army ensures 100% of the target, with good quality. Implement strictly, in accordance with the procedures and regulations for the reorganization of agencies and units. Mobilize and rotate troops in accordance with regulations and rules, prioritize the arrangement of units for combat readiness (SSCD), border, sea and island missions reaching over 95%, the number of troops in agencies decreases by 8.5%, and border areas increases by 6.8%.

Over the past 5 years, it has effectively led and directed the maintenance of the Determination to Win Emulation Movement associated with local patriotic emulation movements. Effectively coordinated the implementation of national target programs associated with movements and models to help people develop the economy , reduce poverty; build new rural areas and civilized urban areas. The Provincial Military Command coordinated and mobilized more than 3.3 billion VND to build cultural houses, classrooms, and dining halls in mountainous communes and schools; mobilized 24,650 working days to build 51 gratitude houses, 15 great solidarity houses, 40 comrade houses; donated 300 million VND to build great solidarity houses for poor households in Dien Bien province...; at the same time, well implemented the work of gratitude, caring for people with revolutionary contributions, policy work, and the Army's rear.

The focus is on improving the quality of training; applying science and technology in local defense and military work. Building the organization and staff of the provincial armed forces in a streamlined, compact and strong direction (merging the Logistics Department and the Technical Department into the Logistics-Technical Department; merging the Border Guard Command; establishing 5 Regional Defense Commands and merging and dissolving a number of affiliated agencies and units in accordance with regulations). Military administrative reform has been promoted, the Provincial Military Command has invested more than 2 billion VND in purchasing materials and equipment for digital transformation; the rate of digitization of electronic documents of affiliated agencies and units has reached 100%. Organizing competitions and sports events at one's own level and participating in competitions and sports events organized by superiors, winning many high prizes, always ranking at the top of the Military Region's armed forces.

Lead, direct, and strictly maintain the combat readiness regimes; coordinate with forces to maintain political security, order, and social safety, firmly protect territorial sovereignty, border security, sea, and island security, promptly adjust and supplement defensive combat determination, combat plans, and combat readiness plans in accordance with mission requirements, especially after adjusting the organization and staffing of agencies and units. Advise the Province to successfully organize civil defense drills to respond to super typhoons and search and rescue, and defense area drills; at the same time, direct drills at all levels to be completed 2 years ahead of schedule compared to the Provincial Regional Defense Drill Project for the 2020-2025 term; drills are organized closely, realistically, and absolutely safe. Maintain and effectively implement the emulation movement "The Military Logistics Sector follows Uncle Ho's teachings" and the campaign "Manage and exploit weapons and technical equipment well, durably, safely, economically and in traffic safety".

With the results achieved, in the past term, the Provincial Military Command was honored to receive many noble awards from the State, Government, Ministry of National Defense, Military Region 3 Command, Provincial Party Committee, and People's Committee of Quang Ninh province such as: First-class Fatherland Protection Medal, Third-class Fatherland Protection Medal, emulation flag of the Government, emulation flag of the Military Region, emulation flag of Quang Ninh province; certificate of merit of the Ministry of National Defense...

In the coming time, thoroughly grasp and seriously implement the resolutions and directives of the Party organization, superior commanders, the Party Committee and the Military Command of Quang Ninh province will actively and proactively lead and direct the provincial armed forces to well implement the following breakthroughs: (1) Building a strong, compact, efficient and effective provincial armed forces. (2) Promoting research, application of science, technology, innovation, digital transformation and military administrative reform in the provincial armed forces. (3) Improving the quality of training according to the criteria for building a modern army; promoting the cultural values of "Uncle Ho's soldiers" in the new period. At the same time, focusing on leading the building of a strong and clean Party organization, building a comprehensively strong provincial armed forces "exemplary and typical", contributing to building a rich, civilized, modern, and steadfast Quang Ninh province with the whole country entering a new era of development, an era of national advancement.
