A new Decree on Internet and online information management will soon be issued.

The workshop aimed to gather opinions from foreign organizations and businesses providing cross-border services in Vietnam. The event was attended by representatives of many big tech companies such as Google, Meta, Amazon Web Services, TikTok ... and the US-ASEAN Business Council.

At the workshop, representatives of the Department of Radio, Television and Electronic Information shared with cross-border businesses the management views of the Ministry of Information and Communications when drafting the replacement Decree.

The Department of Radio, Television and Electronic Information also reiterated some new points of the replacement Decree, including requiring businesses to store personal information of users in Vietnam, and only allowing Vietnamese users aged 16 and over to register for accounts.

One of the proposed new regulations is to only allow organizations and individuals in Vietnam to upload applications to the app store that have licenses, certificates, etc.

The replacement decree also requires businesses to describe the process and method of distributing content on their platforms and publicly announce it in the service provision agreement or in the community standards section so that users know and can make choices about use.

In the draft replacement Decree, social networks are required to provide search and content scanning tools upon request of the Ministry of Information and Communications. This is to help authorities more conveniently scan for violating content.

In addition, according to the new regulations, businesses must coordinate with competent authorities in providing information and disseminating relevant legal regulations to Vietnamese users.

Notable contents in the draft replacement Decree also include regulations on authenticating social network user accounts via mobile phone numbers, regulations on livestream management, regulations to protect social network users, etc.

Representative of the Department of Radio, Television and Electronic Information, because Decree 72/2013 and Decree 27/2018 were issued a long time ago, they do not cover all changes in practice, the replacement Decree will help update, supplement and adjust the provisions of current laws on management of the provision and use of Internet services and information on the network.

The workshop received many contributions from organizations and businesses. The Ministry of Information and Communications will collect and submit to the Government to soon issue a replacement Decree on the management, provision and use of Internet services and online information.
