Decision to take education to new heights

Today, September 5, students across the country officially enter the new school year, a special school year, with the spirit and sacred emotions of celebrating the 80th anniversary of National Day September 2. This school year, the education sector is facing unprecedented opportunities. Never before has the Party and State paid so much attention and expectation to education and training (GD-DT) as they do today.

The most important of these is the recent issuance by the Politburo of Resolution 71-NQ/TW on breakthroughs in education and training development. This is an important political foundation to further promote the fundamental and comprehensive innovation of education and training.

Along with that, a national target program on education and training development is being built; four important laws on education (Law on Teachers, Law on Education, Law on Higher Education and Law on Vocational Education) have been and are expected to be issued this year, creating a solid foundation for operating a modern, synchronous and effective education system. Digital transformation, application of artificial intelligence and STEM education are opening up opportunities for education to enter a stage of quality improvement and comprehensive innovation...

Of course, in addition to opportunities, the education sector also faces many challenges. The operation of a two-level local government model, especially at the commune level, places high demands on managing changes in organization, personnel and apparatus. The issue of educational equity; management of extra teaching and learning; recruitment and rotation of teachers... are also challenges that need to be solved. In addition, absorbing many huge investment resources in the coming time, ensuring efficiency and compliance with regulations also requires great efforts and hard work.

It can be said that Resolution 71 is a great opportunity to make a breakthrough, affirming the decisive position of education in national development. The Politburo has requested a deep, complete understanding and consistent implementation of the viewpoint that education and training is the top national policy, deciding the future of the nation; developing education and training is the cause of the Party, the State and the entire people.

The State plays a role in strategic orientation, development creation, ensuring resources and equity in education; ensuring enough schools, enough classes, enough teachers to meet people's learning needs. By 2030, expand equitable access, improve the quality of preschool and general education to reach advanced levels in the Asian region. Vision to 2045, Vietnam will have a modern, equitable and high-quality national education system, ranked among the top 20 countries in the world...

According to Minister of Education and Training Nguyen Kim Son, one of the lessons that the education sector has learned after 80 years is that education must truly be the cause of the entire people, and must be closely linked to real life. All major policies and decisions related to education need to be measured and objectively assessed; teachers, students, parents and experts must be listened to; consensus must be created and the "joint efforts and contributions" of the entire community must be mobilized.

In particular, teachers must play a decisive role in implementing educational policies. Without a team of qualified, competent and appropriately qualified professionals, all programs, textbooks, equipment or technology cannot be fully effective.

Great opportunities often come with great challenges, big waves and strong winds. The current context requires the entire education sector to make more efforts than ever. Currently, the first batch of students graduating from the 2018 General Education Program shows many positive points but there are still many shortcomings, requiring a truly comprehensive assessment as requested by the Politburo.

The Ministry of Education and Training should urgently develop and submit to the Government a draft of the Government's Action Program to implement Resolution 71 and concretize it with the Ministry of Education and Training's Action Plan to implement it right from the beginning of this school year.

Only with a spirit of decisive action can the education sector promote the country's achievements over the past 80 years, increasingly better meeting the expectations of studious Vietnamese people for an education that builds people, builds and develops the country, and strives to integrate into the new era. That is also the mission and responsibility of the education sector to bring Vietnamese education to new heights.
