The Provincial People's Committee requests departments, branches, sectors, district-level People's Committees, 100% state-owned LLCs in the province and requests the Provincial Vietnam Fatherland Front Committee, provincial associations and unions to effectively implement propaganda work, thoroughly disseminate to cadres, party members, civil servants, public employees and workers to promote a sense of responsibility, respond to and effectively implement the THTK-CLP.
The entire political and social system considers this a central, regular task, first of all the task of party organizations at all levels, agencies and units; it is the behavioral culture of each party member, civil servant, public employee, worker, especially the head, leader and manager of agencies and units...
Thereby contributing to improving the efficiency of mobilizing, allocating and using socio -economic resources for local development and improving people's lives.
Localities and units diversify content and improve the effectiveness of propaganda work in forms suitable for each target group, associated with praising typical examples of good people and good deeds in THTK-CLP to raise awareness of cadres, party members, civil servants, public employees and workers.
Promote the application of technology in propaganda, dissemination and legaleducation so that civil servants, public employees and workers understand and clearly perceive the importance of THTK-CLP.
Functional sectors and localities review, study, amend, supplement or advise competent authorities to consider amending and perfecting the system of standards, regulations, economic-technical norms, unit prices, and public spending regimes according to their authority to reduce waste in the use of capital, assets, resources, and labor time as a basis for implementation and improvement of the effectiveness of THTK-CLP work.
At the same time, strengthen state management in all fields, tighten discipline, thoroughly save, fight waste; improve the efficiency of state budget management and use; save in basic construction investment, regular expenditure, land management, resources, minerals, and public assets.
Relevant agencies shall step up inspection, supervision and monitoring of the implementation of the Party's guidelines and the State's policies and laws on waste and corruption; focusing on areas and positions where waste and corruption are likely to occur, and where there are many petitions, letters, complaints and denunciations.
Thereby, promptly detecting, preventing, and strictly handling organizations and individuals who violate, causing loss and waste of resources; strictly implementing conclusions and recommendations of competent agencies, and recovering money and assets for the state.
All levels, sectors, agencies, units and localities must develop plans.
Specific plans and programs on THTK-CLP; promote the responsibility of Party committees, Party organizations, and leaders in leading and directing implementation in conjunction with assigned duties and tasks.
Officials and party members, especially leaders and managers, must set an example and mobilize their families and people to actively participate in implementation. State management agencies and leaders must uphold accountability for causing loss and waste of the budget and public assets.
The Vietnam Fatherland Front Committee and provincial associations and organizations shall strengthen leadership, improve the quality, effectiveness and efficiency of operations, promote the role of supervision and social criticism in the institutionalization and implementation of the Party's guidelines and policies and laws on THTK-CLP; through supervision, promptly handle violations (if any).
