The political report and opinions expressed at the Congress unanimously affirmed: During the 2020-2025 term, the Factory Party Committee has always been united, united, and overcame difficulties. With political determination and high responsibility, it has successfully completed the goals and tasks set forth in the resolution of the 26th Party Congress.

During the term, the Factory completed 3 key projects transferred from the 2015-2020 term and completed 6 new projects opened in the 2020-2025 term; along with that, it accelerated the implementation of 2 key projects with a total investment of nearly 3,000 billion VND. On the basis of the invested projects and works, the Factory organized production, promoted efficiency, improved productivity, product quality, improved working conditions and income for workers. The average income of the Factory's workers during the term reached 18.9 million VND/person/month (twice as much as the previous term).

Recognizing and praising the efforts and endeavors of the Z113 Party Committee during the 2020-2025 term, in his speech directing the Congress, Major General Dinh Quoc Hung emphasized that in the 2025-2030 term, the Z113 Party Committee will continue to thoroughly grasp the major viewpoints and orientations of the Party, State, and Central Military Commission on building a revolutionary, disciplined, elite, and modern Army; developing the defense industry according to Resolution 08 of the Politburo, the major viewpoints and orientations of the Party and State on streamlining the apparatus of the political system, operating effectively and efficiently. The Factory's leaders have successfully completed the assigned defense production tasks from budget sources, ensuring progress, quality, and absolute safety; improving the quality and reliability of products. Build a production and business development strategy to keep up with the trend of international economic integration, ensuring rapid and stable economic production development to truly become the main pillar in the Factory's development strategy, together with defense production.

Major General Dinh Quoc Hung noted that the Party Committee of Z113 focuses on investing in building smart production workshops, promoting research and application of modern science and technology, improving productivity, quality, reducing costs, lowering prices, and enhancing product competitiveness; actively researching and developing new products; at the same time, making breakthroughs in building and developing brands, improving competitiveness, expanding export markets for economic products and defense products, thereby setting out the major orientations of the Factory for strategic, spearhead, long-term economic products and defense products with high scientific and technological content, on the basis of maximizing the production capacity of invested lines and equipment, ensuring dual-use, and maximizing production and business efficiency.

In the afternoon, the congress continued to discuss and contribute opinions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress; discussed and contributed opinions to the Political Report of the Party Committee of the General Department of Defense Industry; elected the Executive Committee of the Z113 Party Committee for the 2025-2030 term; and elected delegates to attend the 11th General Department of Defense Industry Party Congress for the 2025-2030 term.
