With many efforts in implementation, in 2024, most of the basic indicators in the provincial government dynamism index have improved in terms of scores and rankings compared to 2023. As a result, the provincial government dynamism component index reached 7.41 points, an increase of 0.03 points compared to 2023 and reached 11.12 PCI points, an increase of 0.04 points compared to 2023; ranked 1/63 provinces and cities; out of a total of 9 main indicators, 8/9 indicators increased in rank and 1/9 indicators decreased in rank.
According to the survey results, the perception of enterprises on this component index has many more positive changes compared to 2023. Enterprises believe that the Provincial People's Committee has flexibly applied the law to create a favorable business environment for the development of the private economy . The leaders of the Provincial People's Committee are proactive and creative in solving newly arising problems for enterprises; the province's policies and guidelines are stable and consistent, departments and branches have properly implemented the policies and guidelines of the provincial leaders, creating favorable conditions for enterprises to operate in production and business, and enterprises believe that the provincial leaders have taken action to fulfill their commitments to improve the business environment in the province. This shows that enterprises feel and positively evaluate the dynamism, responsible working attitude and ability to effectively solve practical problems in local economic development. The improvement of management quality in many indicators shows the efforts of the provincial leaders in improving the business environment.
The Provincial People's Committee has resolutely directed the implementation of many timely solutions; directly chaired and conducted conferences to meet and dialogue with enterprises and directly directed the sectors to answer questions and remove difficulties and obstacles of enterprises; periodically held weekly collective meetings of the Provincial People's Committee to decide on a number of important contents such as investment policy decisions, types of licensing dossiers, difficulties and obstacles of enterprises and a number of programs and plans related to supporting and developing enterprises to ensure timeliness and effectiveness; resolutely directed the implementation of administrative discipline and order; strengthened the application of information technology in direction and administration; expanded interactions between provincial leaders and departments and sectors with enterprises through the Association of Enterprises and the Association of Young Entrepreneurs in many diverse forms such as: Creating interactive groups on cyberspace (Viber, Zalo),... creating friendliness between the government and enterprises as well as increasing connections in the local business community.
The Provincial People's Committee and the functional agencies of the province have promptly updated information, concretized the Party's policies, the State's policies and laws to the business community, and focused on directing the resolution of difficulties and obstacles of businesses. In 2024 alone, 6 business meetings were organized to promptly direct the removal of difficulties and obstacles for businesses. Departments, branches, sectors, units and localities in the province have actively coordinated with the Provincial People's Committee Office to improve the effectiveness of updating, monitoring and urging the implementation of tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee, especially focusing on tasks related to removing difficulties and obstacles for businesses in terms of electricity, water, traffic infrastructure and labor resources. The Provincial Public Administration Service Center has really promoted its effectiveness in its operation; 100% of districts, cities and 100% of communes, wards and towns in the province have maintained the implementation of the "one-stop" and "one-stop" mechanisms in handling administrative procedures for people and businesses.
Comrade Nguyen Thanh Hao, Deputy Chief of the Provincial People's Committee Office - the focal unit, in charge of implementing the government dynamism index, said: To improve the government dynamism index, the Provincial People's Committee has been directing sectors and localities to proactively promote their advisory role to the Provincial People's Committee in grasping and actively handling difficulties of enterprises, especially enterprises in industrial zones and clusters. Strengthen innovation, improve the quality of business dialogue, thoroughly resolve opinions, recommendations, and proposals to remove remaining difficulties and obstacles of enterprises; consistently and thoroughly implement the province's policies in facilitating business operations. Promote administrative procedure reform, continue to review, simplify and propose simplification of administrative procedures according to authority to facilitate, reduce time and costs for people and enterprises when entering the market and implementing State regulations. Maintain well and improve the operational efficiency of the Provincial Public Administration Service Center. Strengthen the monitoring mechanism and strictly handle acts of harassment and demands by officials and civil servants for unofficial expenses from enterprises, especially in the fields of inspection, examination, and settlement of administrative procedures on land, taxes, etc.
Advise the Provincial People's Committee to direct departments and branches to review and evaluate the results of the implementation of PCI and DCCI indicators in the fields, sectors and localities to proactively coordinate with relevant agencies to strengthen solutions and enhance the responsibility of leaders in improving the implementation of PCI and DCCI indicators associated with the assessment of the level of work completion. Continue to operate and improve the effectiveness of the standing team directly receiving and resolving difficulties of enterprises, coordinate with the Center for Investment, Trade and Tourism Promotion to advise the Provincial People's Committee to diversify and innovate forms of dialogue, meetings and maintain good leadership of the Provincial People's Committee to meet with business people every month.
In particular, of the 9 indicators of the component index on government dynamism, only the indicator on the proportion of enterprises observing that the attitude of the provincial government towards the private sector is positive has decreased in score and rank compared to 2023, the other indicators of the component index on government dynamism have all increased in rank compared to 2023; therefore, it is recommended that departments, branches and localities continue to improve the quality and have a more positive attitude in handling procedures for enterprises.
