Specifically, the province focuses on Develop and improve the quality of self-management models of security and order right in the residential community, each agency, unit, enterprise, school and family, such as: "Residential area for drug and crime prevention", "Youth club with the law", "Denunciation box", "Cultural family, safe group, peaceful ward", "Residential area without crime and social evils", "Bright, clean, safe residential area", "Safe cluster of security and order", "Inter-family group, five-family solidarity group", "Self-management to protect border markers, fishing grounds, wharves"...
Up to now, the whole province has had 264 models of self-defense, self-management, self-protection of security and order, 4,131 self-management groups of people on security and order in villages, hamlets, and neighborhoods, with the core force being residential group cadres, party cell secretaries, village chiefs, heads of mediation groups, and prestigious volunteer members in the community.
To improve the quality of the self-management model, the province focuses on perfecting the leadership, direction and connection mechanism between the government, the Fatherland Front, organizations and the police force. Many models have internal conventions and regulations on tasks and procedures for handling reports, coordinating with functional forces to organize patrols, control and monitor locations prone to social evils. Self-management teams are equipped with professional handbooks, basic incident handling scenarios, and emergency contact lists with functional agencies.
Along with that, the functional sectors also regularly organize training on mediation skills, receiving reports, basic fire prevention and fighting skills and public security incident handling skills for members of the self-management model on security and order and the people. The application of information technology and grassroots information channels to enhance connectivity and quick response is also focused on. Many localities have deployed zalo groups, community information channels, on-site reporting applications and security camera systems in residential areas, markets... Thanks to that, information is continuously updated to the commune and ward police for handling.
Many models have creative approaches, such as: Self-management teams of apartment buildings integrate security work with hygiene management and fire prevention; Self-management teams of market areas combine with market management boards to monitor food safety and trading order; models in industrial parks organize coordinated patrols between workers and factory security guards, promptly detecting acts of property infringement...
Thanks to that, the quality of operations of self-managed models on security and order in the province has been significantly improved, contributing to reducing the number of incidents related to social order in residential areas. Some localities recorded a 15-25% reduction in the number of incidents compared to the same period last year in areas with effective operating models. The rate of cases mediated at the grassroots level is high, about 70-85% of civil disputes and minor conflicts are resolved right in the community, reducing the burden on authorities. Early detection and prevention of violations through self-managed groups helps reduce the severity of incidents; many cases of social evils and disturbances are promptly prevented, reported and handled according to regulations.
Mr. Vu Van Tho (Quang Trung 5A area, Uong Bi ward) shared: The model of self-managed people's groups on security and order in Quang Trung 5A area has contributed to maintaining urban order, neighborhood security, environmental sanitation, and building a civilized urban area, so people feel more secure; community cohesion is increasingly strengthened.
Quang Ninh's efforts in building and improving the quality of its self-management model on security and order have contributed to reducing law violations, increasing people's trust and creating a solid security foundation for the province's socio -economic development.
